09/21/2015 <br />ATTY/RESO.3134/CC RESO APPROVING PLANNED DEVELOPMENT – FINGER RESO. # 15445 <br />REV: 09‐17‐15 VR MUFF # 613 <br />Page 6 of 29 <br />Finger Avenue streetscape aesthetic that complements the adjacent, <br />neighboring parcels, these properties would also contain homes that <br />would meet R-1 (Single Family Residential) front yard setbacks, lot width, <br />building height and lot coverage standards. Garages would also be <br />located at the rear (vs. front) portion of the lots, so that garages and <br />driveways would not be the dominant or primary features of the Project as <br />viewed from Finger Avenue. The Project’s other six single family <br />residences would be situated at the rear of the property, behind the <br />smallest new residences. The new homes would surrounded by dense <br />landscaping similar to other detached single-family residences in the <br />neighborhood that are set further back from the public right of way. The <br />Project would be also not be gated and the private roadway would have a <br />public access easement and therefore would be integrated into the <br />existing neighborhood. <br /> <br />(c) Access to the eight residences would be provided from a private 22-foot <br />wide, one-way looped roadway that incorporates a 4-foot wide rolled curb <br />pedestrian pathway. The private roadway is proportionally sized to a <br />small, eight unit infill subdivision and the City’s Plan Review Committee <br />(Fire, Engineering, Traffic, Planning and Building Divisions) found that the <br />roadway design meets emergency vehicle and overall circulation needs of <br />the homes that it would serve. <br /> <br />(d) The residences would be individually designed with architecturally varied, <br />traditional (Mediterranean, Tudor, Spanish, English country, Victorian <br />country, Craftsman & Vernacular influenced) styles that are intended to <br />complement the neighborhood’s individually designed homes and eclectic <br />character, using high quality building materials/detailing (i.e. stone, brick, <br />stucco and shingle wood siding; custom doors/window; tile roofing, <br />brackets, shutters, wainscoting, dormers, porches and other architectural <br />detailing) and landscaping concepts. Each parcel would contain at least <br />900 square feet of private open space. The rearmost lots would contain a <br />natural, open space water feature (Cordilleras Creek) that would contain <br />new riparian vegetation to improve and restore the creek’s natural <br />character. The lots that back onto Cordilleras Creek would provide a <br />minimum of 25 feet of vegetated pervious area between the top of bank <br />and any new residences and impervious surfaces. In addition, the Project <br />would provide riparian landscaping along Cordilleras Creek to improve <br />and restore its natural character, and would retain 34 of the existing trees <br />on-site while providing 52 new trees, for a total of 86 trees on-site, along <br />with new street trees and planter strips to match the existing Finger <br />Avenue streetscape. In addition, the Project would incorporate <br />landscaping and fencing between the project site and adjacent, <br />neighboring properties, including the adjacent historic Finger Farmhouse. <br />An on-site storm drainage system would also be installed in order to filter <br />and treat storm drainage that would be conveyed at discharge rates and
