10/12/2015 <br /> Manages development of the City's Transportation Demand Management (TDM) <br /> programs, mobility planning strategies, and policy strategies. Coordinates with Downtown <br /> employers, the San Mateo County Traffic Congestion Relief Alliance, SamTrans/Caltrain, <br /> private shuttle providers, and the Downtown Community Benefits Improvement District. <br /> Designs, implements, and evaluates the effectiveness of a variety of TDM program <br /> elements in relation to broader transportation and parking goals. <br /> Develops policies and procedures related to parking management, including enforcement <br /> hours and rates, permit options, location of loading zones, and other parking-related <br /> policy issues. Prepares recommendations on codes, ordinances, resolutions, and their <br /> amendments, relating to on/off-street parking. <br /> Participates in the planning, development and design of municipal parking facilities and <br /> related parking control systems, including communication and validation systems. <br /> Represents the TDM program and makes presentations to other City departments, <br /> governmental agencies, policy boards, and a variety of business/community groups and <br /> organizations. <br /> Develops, recommends, and administers revenue control and operational policies and <br /> procedures relating to on/off-street parking operations. <br /> Responds to and resolves citizen inquiries and complaints regarding on/off-street parking <br /> issues and problems. <br /> Collects, analyzes and maintains parking use data, including financial information. Direct <br /> the preparation of reports, studies, and documents regarding parking programs, issues, <br /> and operations. <br /> Addresses personnel-related issues such as hiring, training, managing, evaluation and <br /> discipline of subordinates. <br /> Prepares and administers project and program budgets by conducting research, <br /> analyzing and monitoring financial information, and making recommendations for project <br /> or program activities. <br /> Develops, implements, and maintains marketing and communications programs. <br /> Develops requests for proposals for parking services, equipment, and technology. <br /> Develops new signage and communications systems, including information on real-time <br /> parking availability. <br /> Routinely assesses and recommends rate and fee adjustments (on and off-street and <br /> permit programs) based on demand dynamics. <br /> ATTY/RE50.3140/CC RESO AMENDING CITY'S CLASSIFICATION RE50.#15449 <br /> PARKING&TRANSPORTATION DEMAND MANAGER MUFF#905 <br /> REV:09-30-15 PT <br /> Page 4 of 7 <br />
