11/16/2015
Upon FEMA's approval of the new maps, a portion of the project may be located
within Zone AE, with a base flood elevation of 10 feet, and may be within a Special
Flood Hazard Area. Chapter 41 of the City's municipal code and engineering
standards require that new construction and substantial improvements to existing
structures be built with the lowest finished floor elevation set at or above the base
flood elevation, with a recommendation of setting the lowest finished floor elevation 1
foot above the base flood elevation. Although the project will not be required to
consider the updated base flood elevations if construction has started prior to
adoption of the FIRM revisions, the owner may still be subject to FEMA flood
insurance requirements based on the elevation certificate filed upon completion of
the project. It is recommended that the FFE and any floodproofing be designed to
accommodate the new base flood elevations, and that the applicant considers
implications to future flood insurance requirements.
Prior to Encroachment Permit Issuance:
75. For construction activity resulting in a land disturbance of one acre or more, applicant
shall file a Notice of Intent (NOI) with the State Water Resources Control Board under
the Construction Activities Storm Water General Permit (General Permit). The NOI
indicates the applicant's intent to comply with the San Mateo Countywide Stormwater
Pollution Prevention Program, including a Stormwater Pollution Prevention Plan
(SWPPP).
76. Traffic control for lane closures shall conform to the Work Area Traffic Control
Handbook; street closures require prior submission of traffic control plans to be
approved in advance.
77. If a subterranean garage will necessitate groundwater pumping into the sewer
system, a Discharge fee will apply and a Discharge Permit will be required by Silicon
Valley Clean Water (SCVW, formerly South Bayside System Authority).
78. The applicant shall obtain an encroachment permit for any shoring which affects the
public right of way. No tiebacks shall extend into the public right of way or onto
adjacent private properties without the written consent of the City Engineer and/or the
private property owner. Any tie-backs within the City's right of way shall be de-
tensioned prior to permit sign-off and/or project acceptance.
Prior to Commencement of Construction:
79. After the City permits are approved, but before beginning construction, the
owner/applicant shall hold a preconstruction conference with Engineering staff and
other interested parties. The developer shall arrange for the attendance of the
construction manager, contractor, and all subcontractors who are responsible for
grading and erosion and sedimentation protection controls.
80. The Applicant shall prepare an Erosion Control Plan subject to City approval and
consistent with the San Mateo County Stormwater Pollution Prevention Program, as
well as Best Management Practices (BMPs) specified by the Redwood City
Stormwater Management and Discharge Control Program (Municipal Code Chapter
27A). The Erosion Control Plan and BMPs shall be implemented during construction.
The BMPs for construction shall be implemented to protect water quality, in
ATTY/RES0.3157/SA RESO 601 MARSHALL APPEAL 8-STORY PROJECT RESO.#15458
REV:11-16-15 VR MUFF#603
