11/16/2015 <br /> the project or its site, nor are there any new significant effects that <br /> were not already identified and analyzed in the certified EIR, nor <br /> are there any potentially significant off-site impacts or cumulative <br /> impacts that were not already identified and analyzed in the <br /> certified EIR, nor is there any new information which was not known <br /> at the time of the certification of the EIR that identifies any <br /> significant effects which will have a more severe adverse impact <br /> than discussed in the certified EIR. Further, as set forth in <br /> subdivision (d) o� CEQA Guidelines section 15183, the proposed <br /> project is consistent with the DTPP, and an EIR was prepared for <br /> the DTPP. <br /> f. Pursuant to Guidelines section 15091(e), the documents and other <br /> materials that constitute the record of proceedings upon which the <br /> City Council has based its decision are located in and may be <br /> obtained from, the Office of the City Clerk at 1017 Middlefield Road, <br /> Redwood City California. The City Clerk is the custodian of <br /> records for all matters before the City. <br /> Section 3. Vesting Tentative Map TM2014•10: In the exercise of its <br /> independent judgment, the City Council finds that: <br /> a. The map, design, and improvements of the proposed subdivision <br /> are consistent with the City of Redwood City General Plan, the <br /> Downtown Precise Plan, the City of Redwood City Municipal <br /> Code, the City of Redwood City Zoning Ordinance, and all <br /> applicable subdivision improvements requirements; <br /> b. The site of the proposed subdivision is physically suited for the <br /> type and intensity of the proposed development; <br /> c. The design and proposed improvements are not likely to cause <br /> substantial environmental damage, or substantially and avoid�bly <br /> injure fish, wildlife or their habitat, or cause serious public health <br /> problems; and <br /> d. The design and proposed improvements of the proposed project <br /> will not conflict with essential public easements for access <br /> through, or use of, property within the proposed subdivision. <br /> Section 4. Downtown Planned Community Permit (DPC2014-05): In the <br /> exercise of its independent judgment, the City Council finds that: <br /> a.
