Pre-Submittal – Prior to building permit submittal, schedule a pre-submittal <br />meeting with Building, Planning, Engineering and Fire staff to discuss the <br />permitting process and submittal requirements. <br />b. Pre-Construction - After City permits are issued, but prior to start of <br />construction, schedule a pre-construction meeting with Engineering, Building, <br />Fire, and Planning staff to discuss the inspection process and requirements for <br />construction and site work. The applicant shall arrange for the attendance of the <br />owner, developer, construction manager, contractor, and all subcontractors who <br />are responsible for grading and erosion and sedimentation protection controls. <br />65. Construction Management and Staging - Prior to encroachment permit <br />issuance, submit a construction parking management plan, which shall outline <br />the number of construction workers by phase, phase duration, and where <br />parking will be located for each phase. Construction parking, material storage, <br />equipment, or other construction-related uses are not allowed within the City <br />right of way without prior approval from the City Engineer. <br />[COA][ENGINEERING] <br />66. Materials Mock-Up – Prior to final foundation inspection, prepare a mock-up <br />that is outdoors, readily accessible, and will remain intact until the project has <br />reached substantial completion. The mock-up should include all project colors <br />and materials, windows for the base and top, balconies, lighting, and <br />architectural details, as well as construction details, such as the weep screed, to <br />understand how the design addresses them. Then schedule a mock-up meeting <br />with the Planning and Building Departments for final review and approval of the <br />project details. Submit an updated colors and materials board or details if any <br />changes are made as a result of the mock-up meeting. [COA][PLANNING] <br />67. Certification Letters - Prior to final inspection, submit certification letters from <br />the following architects verifying that the project, as constructed, complies with <br />approved plans. After the certification letter has been submitted, the project <br />planner will also confirm substantial compliance with the approved plans during <br />the scheduled final inspection. [COA][PLANNING]: <br />a. Project Landscape Architect verifying substantial conformance with the <br />approved landscape plan, including species, size, quantity, and location of <br />the approved trees, shrubs, and groundcover. It shall also verify <br />landscape lighting, fencing, irrigation, and other details as applicable. <br />b. Project Architect verifying substantial conformance with the approved <br />elevations, colors, materials, exterior light fixtures, and architectural <br />details. <br />68. Construction Material in the Right-of-Way - Construction parking, material <br />storage, equipment, or other construction-related uses are not allowed within the <br />City right of way without prior approval from the City Engineer.
