09/12/2016
Exhibit A
CITY OF REDWOOD CITY
POLICY AND GUIDELINES
FOR RESIDENTIAL
TRAFFIC CALMING
INTRODUCTION
Redwood City wishes to preserve the nature of its residential neighborhoods and to en.sure that local
streets, particularly those in rcaidential neighborhoods, azo as quiet and safe aa poesble. One method
of doing this is through"traffic calming". This policy and guideline document describee methods
for analyzing and implementing trc calxning measures on Redwood City's residential atreets.
USE OF THIS POLICY AND GUIDELINES
The measures outlined in this document are intended to alow traffic to the poeted speed limit and to
discourage unnecessary through traffic on residential atreets, while maintaining access for police,
fire, emergency services, and local residents. Trc calming on atreeta not specifically covered by
thia policy will be evaluated and addressed sepazately. Nonidential streets are typically evaluated
on a case-by-case basia through engineering studies and analysis.
This document is to be used in combination with professional tgitteeritg judgement and best
practices. Additionally, because every sireet in Redwood City has its own unique characteristics,
these guidelines do not conatitute either final ar complcte design ar evaluation criteria for a
trc cahning plan. L,ocal site conditions must be evaluated for all traffic calming installations, and
terrain, roadway, traffic or land use characteris6cs, or othes unusual conditions may require cHee-
specific modcations or exceptions.
A major factor in achieving succeasful trc calming is pnbGc input, including compre,he,nsive
public education and participation. With the exception of cut-through traffiq the majority of
residential apeeding violations typically result&om drivs who live in the neighborhood. Public
education and participation encourage neighborhood residents to hetp identify the cauae of the
problem and to be accountable for the solution. ThercFore,Redwood City requires that a majority of
residents on a residential street be supportive of a trc calming plan for it to be implemented.
The City of Redwood City reservea the right at its own discrr, tion to analyze and implement traffic
calming at a location ahould if feel it is necessary to increase roadway safety.
WHAT IS TRAFFIC CALMING?
The Institute of Transportation Engineera(ITE)def'mea traffic calming as"the combination of mainly
physical measures that reduce the negative effects of motor vehicle ase, alter driver behavior and
improve conditions for non-motorized street usera." In lesa technical terms, iraffic calming uses
physical changea, either on or adjacent to the atreet,to encourage safer, more responaible driving and
improve safety for motoriata,pedestrians,and cyclists.
Typical physical measures that can have a trc calming effect and that reduce vehicle speeds and
volumes include:
• Waming and specialty signs
• Radar speed feedback signs
• Gateways
• Tectured crosswallcs,special slriping,narrow lanes
• Ontred pazking
• Bulbauts,chokers,curb extenaions
ATTY/RES0.0088/CC RESO TRAFFIC CALMING ON RESIDENTIAL STREETS RE50.N0.15522
REV:09-01-16 JS MUFF N0.702
