10/17/2016 <br /> EXHIBIT A <br /> Water Shortage Contingency Plan (WSCP) <br /> 1 . WATER SHORTAGE DECLARATION <br /> The City Manager may recommend the City Council adopt a resolution to declare a water shortage <br /> when there is a reasonable probability that there will be a supply shortage necessitating a demand <br /> reduction in order to ensure that sufficient supplies will be available to meet anticipated demands. <br /> Upon declaration of a water shortage emergency, the Public Works Director of the City of <br /> Redwood City shall take action to implement the prohibitions identified in this WSCP, as <br /> applicable to the declared water shortage stage. The declared water shortage shall remain in <br /> effect until rescinded or otherwise modified by subsequent resolution of City Council . <br /> A. Stage 1 water shortage (up to ten (10) percent reduction) . <br /> B. Stage 2 water shortage (up to fifteen ( 15) percent reduction) . <br /> C. Stage 3 water shortage (up to twenty (20) percent reduction) . <br /> D. Stage 4 water shortage (up to thirty (30) percent reduction) . <br /> E. Stage 5 water shortage (greater than thirty (30) percent reduction) . <br /> 2. DEFINITIONS <br /> The following terms are defined for purposes of this Water Shortage Contingency Plan (WSCP) : <br /> A. CITY: means the City of Redwood City, a charter city. <br /> B. DIRECTOR: means the Public Works Services Director of the City of Redwood City, or <br /> his/her designee or representative. <br /> C. CUSTOMER: means any individual, firm , partnership, unincorporated association, <br /> corporation , company, organization or governmental entity or agency, whether within or <br /> without the geographic boundaries of the City of Redwood City who uses water supplied <br /> by the city. <br /> D. BAWSCA: the Bay Area Water Supply and Conservation Agency. <br /> E. SFPUC: the San Francisco Public Utilities Commission and the City's potable water <br /> supplier. <br /> F. POTABLE WATER: Means water which conforms to the federal , state and local standards <br /> for human consumption . <br /> 3. WATER SHORTAGE STAGES <br /> 3. 1 STAGE 1 WATER SHORTAGE <br /> A Stage 1 water shortage exists when the City Council declares that a water supply shortage <br /> exists and a demand reduction of up to ten (10) percent is necessary to appropriately respond to <br /> existing supply conditions. Upon declaration of a Stage 1 water shortage by the City Council, the <br /> Director shall instruct staff to: <br /> A. Increase public education and outreach efforts to increase public awareness of the <br /> prohibited water uses as defined in Sec. 38. 62; and <br /> B. Encourage voluntary reduction in water use through the City's Water Allocation Program; <br /> and <br /> C.
