Furthermore, the Dec 12 date is presented as the date the plan will be presented and approved. The assumption that the plan will be adopted the same day it is presented to the council for discussion would provide a clear indication that the plan adoption was decided prior the meeting, behind closed doors, which may be a violation of the Brown Act, and in any event, makes it clear that the City is not operating in good faith.
