01/09/2017 <br />significance of the historic resource at 620 Jefferson Avenue, and that the historic <br />resource would remain eligible for listing in the California Register of Historic Places; and <br />WHEREAS, the Planning Commission of the City of Redwood City is empowered <br />by the Subdivision Ordinance of the Redwood City Municipal Code to act upon <br />applications for Tentative Maps and Condominium Permits, and by the Downtown Precise <br />Plan and Zoning Ordinance to act upon applications for Downtown Planned Community <br />and Planned Development Permits; and <br />WHEREAS, on May 17, 2016, the Planning Commission considered an Initial <br />Study checklist and its findings prepared by the City's Planning Division, the previously <br />certified Downtown Precise Plan Program Environmental Impact Report (EIR) (State <br />Clearinghouse #2006052027), the staff reports, oral and written, and testimony and <br />materials presented by all those wishing to be heard on this Project at the noticed public <br />hearing on this matter; and <br />WHEREAS, pursuant to Section 2.0.3.A.1.a of the DTPP (pg. 26), the Project is a <br />"small project" which would typically be approved by the Planning Manager/Designee; <br />however, the Project includes a Tentative Map and Condominium Permit which, pursuant <br />to the Subdivision Ordinance of the Redwood City Municipal Code, must be approved by <br />the Planning Commission and it is City practice to have the highest decision-making body <br />take action on a project as a whole; and <br />WHEREAS, on May 17, 2016, the Planning Commission conducted a public <br />hearing in accordance with all applicable requirements of the Subdivision Map Act, and <br />the Redwood City Municipal Code and Zoning Ordinance, to consider the Downtown <br />Planned Community Permit Application DPC2015-009 including five guideline deviations, <br />Tentative Map and Condominium Permit Application TM2015-010, and the Planned <br />Development Permit Application (PD2015-003), along with all applicable requirements of <br />the State Planning and Zoning Law, the Downtown Precise Plan, and the <br />recommendations of the AAC and HRAC; and <br />WHEREAS, at the May 17, 2016 public hearing, the Planning Commission <br />determined that the proposed Downtown Planned Community Permit including five <br />guideline deviations, Tentative Map, Condominium Permit, and Planned Development <br />Permit would further the purposes of and appropriately implement the City of Redwood <br />City General Plan, applicable provisions of the Redwood City Municipal Code and <br />Downtown Precise Plan, and the 603 Jefferson Avenue project, and approved the Project; <br />and <br />ATTY/RES0.0127/CC RESO APPROVING PERMIT FOR 603 JEFFERSON RESO.
