Assist with public outreach in support of community workshops and communication, <br />utilizing the committee members' networking connections and contacts. <br />6. Review bicycle, pedestrian, transit, and Complete Streets plans of other jurisdictions, <br />identify and recommend concepts and components most suited to Redwood City, <br />distill the information for staff, and serve as a staff resource for developing a <br />Citywide Transportation Plan. <br />7. Identify opportunities for increasing bicycle, pedestrian, and transit use and mobility, <br />and provide prioritized recommendations for consideration by staff, Planning <br />Commission, and City Council. <br />8. Review projects and plans for Complete Streets criteria as appropriate. In some <br />cases City staff will bring projects to the Committee for its consideration. In other <br />cases, the Committee may ask to provide guidance regarding specific projects or <br />members may sit on a project's citizen advisory committee. <br />9. Serve as a liaison between City staff and relevant pedestrian, bicycle, transit, and <br />Complete Streets organizations to keep staff advised of current issues and <br />opportunities. <br />10. Identify and prioritize possible citywide goals, such as reducing Vehicle Miles <br />Traveled, including methods for measuring and tracking performance to goal. <br />MEMBERSHIP <br />The Committee shall consist of seven (7) members, appointed by City Council, who are <br />qualified either by experience or by demonstrated interest in the practices, policies, and <br />applications of Complete Streets. Council will appoint members who individually or <br />collectively represent the values, needs, and concerns of all users of the City's roadways <br />and transportation network system including people who walk, ride bicycles and other <br />mobility devices, use transit, and drive, and including users of all ages and abilities. At least <br />six (6) Committee members will, at the time of their appointments and continuously during <br />their incumbencies, be residents of the City of Redwood City and be 18 years of age or <br />older. One member may reside in unincorporated Redwood City or be employed within the <br />City of Redwood City. Applicants shall provide proof of Redwood City employment if not a <br />Redwood City resident. Members cannot hold any other public office or position in the City <br />while serving as members of the Committee. All members will have the right to vote on all <br />submitted motions at meetings. Members of the Committee will serve without <br />compensation. <br />TERMS OF MEMBERS <br />The term of office of each member of the Committee appointed in 2015 shall be four (4) <br />years, expiring on May 31, 2019. Terms of the members appointed in 2017 shall be two (2) <br />years, expiring on May 31, 2019. Members will continue to serve until their successors are <br />appointed. In the event of a vacancy, a successor will be appointed by City Council for the <br />remainder of the term. <br />OFFICERS AND DUTIES <br />The Committee will elect one of its members to serve as chairperson, and one to serve as <br />vice chairperson.
