06/26/2017 <br />providing such services and provided a final report to the City dated June 16, 2017 (the <br />"Matrix Study"); and <br />WHEREAS, the Matrix Study demonstrated that the City's current fees for services <br />provided by the City's City Clerk Department, Finance Division of Administrative Services <br />Department (the "Finance Division"), Library Department, Parks, Recreation and <br />Community Services Department, and Public Works Services Department were, in the <br />aggregate, insufficient to cover the costs of providing such services; and <br />WHEREAS, it is the general policy of the City to charge for the full costs of services <br />provided by City Staff when such services benefit individual users rather than members <br />of the community as a whole; and <br />WHEREAS, it is the policy of the City to charge market-based fees for the rental <br />and use of City property; and <br />WHEREAS, it is also the City's policy to further certain policy goals by discounting <br />certain fees for the rental and use of City property; and <br />WHEREAS, in order to better achieve the City's policy and cost recovery goals, <br />the City Council deems it advisable and in the best interests of the City to adopt and <br />amend certain City Clerk, Finance Division of Administrative Services, Library, and Parks, <br />Recreation and Community Services fees as set forth on Exhibit A, which is attached <br />hereto and incorporated herein by reference (the "Proposed Fees"); and <br />WHEREAS, those fees not related to the rental and use of City property are labeled <br />in Exhibit A and shall be referred to in this Resolution as "Service Fees"; and <br />WHEREAS, those fees related to the rental and use of City property are labeled in <br />Exhibit A and shall be referred to in this Resolution as "Facility Rental Fees'; and <br />WHEREAS, the Administrative Council of the Peninsula Library System <br />establishes certain fees applicable to use of all libraries in the system, including the item <br />labeled "Fees for Unresolved Overdue Accounts of $40.00 or More Sent to Collection <br />Page 2 of 4 <br />ATTY/RESO.0065/CC RESO ADOPT FEES FOR CLK, FIN, LIB, PRCS RESO.
