04/09/2018 WHEREAS, although it is the City's policy to charge for the full costs of services, the City Council wishes to discount certain fees to further certain policy goals and such discounts are to be subsidized solely by money from the City's General Fund; and WHEREAS, the City has also identified services related to solar inspections that must be subsidized by the General Fund in order to be in compliance with Government Code 66015 relating to solar energy; and WHEREAS, in order to better achieve the City's policy and cost recovery goals, the City Council deems it advisable and in the best interests of the City to adopt and amend certain Community Development and Fire Department Fees as set forth on Exhibit A, which is attached hereto and incorporated herein by reference (the "Proposed Fees"); and WHEREAS, the City Council desires to adopt an ordinance authorizing the Council to grant deferrals for the payment of fees related to development of real property, which ordinance was introduced during the City Council meeting on April 9, 2018 (the "Ordinance for Fee Payment Deferrals"); and WHEREAS, a duly -noticed public hearing was held by the City Council on April 9, 2018 to review the Proposed Fees; and WHEREAS, at least ten (10) days prior to the public hearing, the City made available to the public data indicating the amount of cost, or estimated cost, required to provide the services for which the Proposed Fees will be charged and the revenue sources anticipated to provide the services, including general fund revenues; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Redwood City as follows: 1. The above recitals are accurate, constitute findings in this matter, and are hereby incorporated into this reference. 2. The amount of each of the Proposed Fees does not exceed the estimated amount orthe reasonable costs required to provide the service for which the fee or service charge is levied.
