04/09/2018 <br />3. The Proposed Fees are hereby approved and adopted. Where Exhibit A <br />indicates that a Proposed Fee exists prior to the date of this resolution, such Fee is hereby <br />amended to match the amount and description indicated in Exhibit A. Where Exhibit A <br />shows a Proposed Fee in strike -through text, such Fee is hereby rescinded. <br />4. Commencing on July 1, 2019 and on July 1 of each fiscal year thereafter, <br />the Proposed Fees shall be administratively revised and increased annually by a factor <br />equal to the net change in average City salaries and benefits costs for that fiscal year. <br />Such net change is measured by dividing the average budgeted City salary and benefit <br />costs for the fiscal year in which the change is to become effective by the average <br />budgeted City salary and benefit costs for the prior fiscal year. The average budgeted <br />City salary and benefit costs for any fiscal year shall be determined by dividing the total <br />budgeted salary and benefit costs by the expected total number of full-time equivalent <br />employees for that fiscal year. Notwithstanding the foregoing, in no event shall the annual <br />administrative revision described in this Section 4 apply to any fees and charges <br />established by other agencies or as otherwise may be prohibited by applicable law. <br />5. If there are any conflicts between the fees adopted in this resolution and <br />fees adopted by any prior resolution or fee schedule, the fees adopted pursuant to this <br />resolution shall control. <br />6. If the Ordinance for Fee Payment Deferrals is adopted by the City Council, <br />staff is directed to add the following language to the City's Master Fee Schedule and any <br />other applicable schedule published by the City: "Deferral of payment of fees related to <br />the development of real property, other than the Parks Impact Fee, may be granted by the <br />City Council in accordance with Ordinance No. . For deferral of payment of the <br />Parks Impact Fee, see Section 18.258(C) of the Redwood City Code." The blank in the <br />forgoing sentence shall be filled with the official number of the adopted ordinance. <br />7. This activity is not a project under the California Environmental Quality Act <br />(CEQA) as defined in CEQA Guidelines, Section 15378, because it has no potential for <br />resulting in either a direct or a reasonably foreseeable indirect physical change in the <br />environment. <br />8.
