Finding: Mitigation Measure N0I-2 would reduce the project -related impacts <br />related to noise levels in the project vicinity as a result of construction activities to a less - <br />than -significant level. <br />Facts in SUPDort of Finding: This mitigation measure appropriately identifies <br />measures consistent with best management practice to reduce ambient noise levels in the <br />project vicinity during construction to acceptable levels established by the City. <br />HAZARDS AND HAZARDOUS MATERIALS <br />Impact HAZA: Construction of the proposed project and the project variant could <br />result in accidental releases of hazardous materials and/or the disturbance and reuse of soil <br />potentially impacted with hazardous materials that could result in impacts to construction <br />workers, the public, and/or the environment. <br />Mitigation HAZ-1: A Response Plan shall be prepared by a qualified environmental <br />professional to protect construction workers, the public, and the environment from <br />hazardous materials, including potential unknown contamination in the subsurface of the <br />project site. The Response Plan shall be submitted to and approved by the Regional Water <br />Board prior to the start of construction activities, and shall include, but not be limited to, the <br />following: <br />1. Procedures for evaluating, handling, storing, testing and disposing of soil and <br />groundwater generated during project excavation and grading activities. Materials <br />generated from excavation and grading activities on the project site shall be tested <br />for potential contaminants prior to re -use as engineered fill on-site. <br />2. A project -specific Health and Safety Plan that identifies hazardous materials to be <br />used at the project site (e.g., oils, fuels, paints, solvents, and adhesives) and <br />hazardous materials identified in soil, groundwater, and soil vapor through sampling; <br />describes required health and safety provisions and training for all workers <br />potentially exposed to hazardous materials in accordance with State and federal <br />worker safety regulations; and designates the personnel responsible for Health and <br />Safety Plan implementation. <br />3. A contingency plan that shall be implemented if previously unidentified potentially <br />contaminated material or regulated features (e.g., USTs) are encountered during <br />construction activities. The contingency plan shall include provisions that require <br />notification of the City, Regional Water Board, or any other regulatory agencies with <br />jurisdiction, when potentially contaminated material is encountered. Physical signs of <br />potentially contaminated materials include staining/discoloration, oily sheen or free <br />phase products, odors, the presence of rubble/debris/refuse, or the presence of <br />buried features that may contain hazardous materials (e.g., drums, buckets, sumps, <br />vaults, or pipelines). The contingency plan shall include guidelines for the collection <br />of soil and/or groundwater samples by a qualified environmental professional prior to <br />further work in the newly discovered affected area. The samples shall be submitted <br />for laboratory analysis by a State -certified laboratory under chain -of -custody <br />procedures. The analytical methods shall be selected by the environmental <br />professional. The analytical results of the sampling shall be reviewed by the qualified <br />environmental professional and submitted to the appropriate regulatory agency, if <br />appropriate.
