06/11/2018 <br />WHEREAS, the City prepared written responses to the comments received during and <br />immediately following the public review and comment period and included these responses in a <br />separate volume entitled "Final Supplemental Environmental Impact Report for the 851 Main <br />Street Project — Responses to Comments and Revisions to the Draft SEIR" which together with <br />the Draft SEIR constitutes the Final Supplemental Environmental Impact Report (Final SEIR), <br />and also prepared a Mitigation Monitoring and Reporting Program for the 851 Main Street Project <br />(MMRP) pursuant to the requirements of CEQA and the CEQA Guidelines; and <br />WHEREAS, in addition to the public Scoping Session, eight official noticed public <br />meetings and hearings of various City commissions and the City Council were held to deliberate <br />the merits of the proposed Project and make recommendations regarding components of or a <br />final action on the Project. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br />Section 1. The Council, having independently heard, considered, and weighed all the <br />evidence in the record, finds that the above recitals are accurate and constitute findings in this <br />matter and, together with the staff report and the application materials, including without <br />limitation the Final SEIR, development plan, and all other documents, reports, studies, <br />memoranda, maps, oral and written testimony, and materials in the City's file for the <br />applications and the Project, and all adopted City planning documents relating to the Project <br />and the property including the City's General Plan, Municipal Code, Zoning Ordinance, the <br />Downtown Precise Plan, the Downtown Precise Plan Final EIR, and other <br />applicable City laws and regulations, and all associated approved and certified <br />environmental documents, have together served as an adequate and appropriate evidentiary <br />basis for the findings and actions set forth in this Resolution and are hereby incorporated by <br />reference. <br />Section 2. Pursuant to CEQA Guidelines section 15091 and based on its independent <br />judgment and analysis, the Council hereby adopts the findings, conclusions, mitigation <br />measures and statements set forth in the Findings and Statements Required by the California <br />Environmental Quality Act and Statement of Overriding Considerations dated June 11, 2018 <br />and the Mitigation Monitoring and Reporting Program for the 851 Main Street Project (attached <br />hereto as Exhibit A and Exhibit B and incorporated by reference). <br />Section 3. The Council certifies the Final SEIR on file in the Office of the City Clerk of the <br />City of Redwood City, which is incorporated herein by this reference. The City Council's <br />certification of the Final EIR is based on its independent judgment and analysis and the following <br />findings: <br />a. The City of Redwood City is the lead agency under CEQA for preparing the Final <br />SEIR, and is the entity with final decision-making authority with regard to <br />approval of the proposed 851 Main Street project. <br />b. The Final SEIR has been completed in compliance with CEQA (Public <br />Resources Code Section 21000 et seq.) and the CEQA Guidelines (Title 14, <br />Section 15000 at seq., of the California Code of Regulations) and the applicable <br />provisions of the Redwood City Municipal Code. <br />c. The Final SEIR has been reviewed and considered by the City Council prior to <br />ATTY/RESO.0048/CC RESO ADOPTING CEQA FINDINGS —851 MAIN STREET PROJECT RESO.
