06/11/2018 <br />(5) The Project meets all of the historic preservation requirements of the DTPP <br />including the Exception to the Historic Resources Preservation Standards <br />process. <br />The HRAC adopted Resolution No. 17-02 and forwarded a recommendation of approval <br />for the Project including the requested Exception to the Historic Resources Standard for height of <br />additions to the historic landmark building; and <br />WHEREAS, on .September 7, 2017, the Architectural Advisory Committee (AAC) held a <br />duly noticed public hearing to consider the Project including the ten requested DTPP guideline <br />deviations, and forwarded a recommendation of approval for five of the ten deviation requests. <br />The AAC asked for the Project to return to further address inactive frontage along Walnut Street <br />and parking garage design deviations; and <br />WHEREAS, on November 2, 2017, the AAC held a duly noticed public hearing to <br />consider the Project and the remaining five guideline deviation requests, and forwarded a <br />recommendation of approval to the Planning Commission for a total of six of the ten deviation <br />requests that relate to Maximum Establishment Length, Fagade Height Articulation, Building <br />Base Facade Composition, Building Middle Facade Composition, General Private Frontage <br />Regulations, and Parking Space Design for tandem parking spaces. The AAC did not <br />recommend approval of four deviation requests related to the parking garage design and <br />operation; and <br />WHEREAS, on March 20, 2018, the Planning Commission held a duly noticed public <br />hearing in accordance with all applicable requirements of the State Planning and Zoning law, <br />the Redwood City Zoning Ordinance, and the Redwood City Municipal Code to 1) receive public <br />comments on the Draft SEIR and 2) make recommendations to the City Council on the various <br />project entitlements. The public comment period for the Draft SEIR was open from February 28, <br />2018 through April 13, 2018; and <br />WHEREAS, on March 20, 2018, the Commission considered the staff reports, the <br />recommendations from the HRAC and AAC, materials and documents, and oral and written <br />testimony presented by all those wishing to be heard on this Project; and <br />WHEREAS, on March 20, 2018, the Commission reviewed the Draft Supplemental <br />Environmental Impact Report (SEIR), including all technical background reports and <br />appendices, and determined that the information contained therein was adequate for purposes <br />of providing a recommendation to the City Council on the requested project entitlements; and <br />WHEREAS, on March 20, 2018, the Commission determined that the proposed <br />Project is consistent with and would further the purpose of and appropriately implement <br />the General Plan and Downtown Precise Plan goals, development standards as amended to <br />increase the office development cap, and urban design guidelines and applicable provisions of <br />the Redwood City Municipal Code and Zoning Ordinance, and by a vote of 5-0 (Safdari <br />absent, Schmidt recused) recommended that the City Council approve the requested <br />entitlements including a General Plan Amendment, Downtown Precise Plan Amendment, <br />Tentative Parcel Map, Use Permit, and Downtown Planned Community Permit including a <br />ATTY/RESO.0051/CC RESO APPROVING THE DOWNTOWN PLANNED COMMUNITY PERMIT -851 MAIN ST PROJECT <br />RESO NO. 15676 <br />REV: 05-31-18 PR MUFF NO. 601 <br />Page 2 of 6 <br />
