<br />recommendation for approval of the requested ten guideline deviations and one historic
<br />preservation standard exception.
<br />WHEREAS, on May 22, 2018, the Final SEIR for the 851 Main Street Project, including
<br />written responses to all comments received during the Draft SEIR public comment period, was
<br />published for public review; and
<br />WHEREAS, on June 11, 2018, the City Council held a duly noticed public hearing in
<br />accordance with all applicable requirements of State Planning and Zoning law, the California
<br />Environmental Quality Act (CEQA), the Redwood City Zoning Ordinance, and the Redwood City
<br />Municipal Code to consider the 851 Main Street Project and required environmental analysis;
<br />and
<br />WHEREAS, on June 11, 2018, the City Council considered the staff reports, materials
<br />and documents, and oral and written testimony presented by all those wishing to be heard on
<br />this Project; and
<br />WHEREAS, on June 11, 2018, the City Council considered and certified a Supplemental
<br />Environmental Impact Report (SEIR) and Mitigation Monitoring and Reporting Program (MMRP)
<br />prepared by the City's Planning Division in accordance with the requirements of CEQA, as part
<br />of the City's consideration of the 851 Main Street Project; and
<br />WHEREAS, on June 11, 2018, the City Council adopted a resolution to amend the
<br />General Plan Mixed Use — Downtown land use designation to increase the maximum
<br />nonresidential floor area cap to accommodate the 851 Main Street Project; and
<br />WHEREAS, on June 11, 2018, the City Council adopted a resolution to amend the
<br />Downtown Precise Plan to increase the Maximum Allowable Development (MAD) cap for office
<br />floor area cap to accommodate the 851 Main Street Project; and
<br />WHEREAS, the City Council has determined that the proposed Project is consistent
<br />with and would further the purpose of and appropriately implement the General Plan and
<br />Downtown Precise Plan goals, development standards as amended to increase the office
<br />development cap, and urban design guidelines and applicable provisions of the Redwood City
<br />Municipal Code and Zoning Ordinance.
<br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
<br />Section 1. The Council, having independently heard, considered, and weighed all the
<br />evidence in the record, finds that the above recitals are accurate and constitute findings in this
<br />matter and, together with the staff report and the application materials, including without
<br />limitation the Draft SEIR, development plan, and all other documents, reports, studies,
<br />memoranda, maps, oral and written testimony, and materials in the City's file for the applications
<br />and the Project, and all adopted City planning documents relating to the Project and the
<br />property including the City's General Plan, Municipal Code, Zoning Ordinance, the Downtown
<br />Precise Plan, and other applicable City laws and regulations, and all associated approved and
