07/23/2018 <br />Elections Official to render specified services to the City relating to the conduct of the <br />election, and is hereby authorized to canvass the returns of said municipal election, <br />and said election shall be held in all respects as if there were only one election and <br />only one form of ballot. The County shall certify the results of the canvass of the <br />returns of said election to the City Council of this City which shall thereafter declare the <br />results thereof. In all particulars not specified in this resolution, the election shall be <br />held and conducted as provided by law for holding municipal elections. <br />SECTION 3. Submission of Measure to the Voters. Pursuant to Elections Code <br />sections 9255, 10201, 10403, and 12001, the City Council hereby orders the measure <br />proposing to amend the Charter to be submitted to the qualified voters of the City of <br />Redwood at the general municipal election and statewide general election on <br />November 6, 2018. The full text of the Charter amendment that shall be voted on is <br />attached hereto as Exhibit A. <br />SECTION 4. Ballot Question. The City Council, pursuant to California Elections <br />Code sections 13119 and 10403, hereby orders that the abbreviated form of the <br />measure shall appear on the ballot as follows: <br />City of Redwood City Charter Amendment. Shall <br />the measure amending the Charter to update <br />certain provisions, including modernizing public <br />notice provisions, establishing terms limits for YES <br />City boards, requiring the budget to be <br />submitted to Council 30 days before the new <br />fiscal year, having the City Clerk appointed by <br />the City Manager, eliminating a residency <br />requirement for City Manager to comply with <br />State law, updating procedures for City <br />payments, and consolidating the roles of NO <br />Director of Finance and Treasurer, be adopted? <br />SECTION 5. Imoartial Analvsis by City Attornev. The City Clerk is hereby <br />directed to transmit a copy of the measure attached hereto as Exhibit A to the City <br />Attorney, who shall prepare an impartial analysis of the measure in accordance with <br />California Elections Code section 9280. The City Attorney shall submit the impartial <br />analysis to the City Clerk no later than August 14, 2018 at 5:00 P.M. <br />SECTION 6. Written Arauments. Pursuant to California Elections Code sections <br />9282 and 9285, the City Council authorizes the three City Councilmembers who <br />comprise the Charter Review Sub -Committee to file the direct argument in support of <br />the measure and the rebuttal argument to the argument against the measure, if any. <br />Pursuant to California Elections Code section 9285(b), the City Council hereby <br />ATTY/RESO.0074/CC RESO CHARTER AMENDMENT RESO.
