05/20/2019 <br />WHEREAS, as further explained below, the City now desires to expand the <br />Recycled Water Service Area adopted in 2016 to include additional service areas in the <br />City not currently covered by the Recycled Water Service Area (as reflected in attached <br />Exhibit A -'Recycled Water Service Area"); and <br />WHEREAS, the expansion of the Recycled Water Service Area was contemplated <br />in the Draft Environmental Impact Report ("EIR"), dated November 3, 2018, for the <br />proposed mixed-use Broadway Plaza Project described in more detail in the <br />accompanying staff report and resolutions; and <br />WHEREAS, the expansion of the Recycled Water Service Area to include the area <br />known as the 'Bay Block" is a required implementation measure of the Broadway Plaza <br />Project; and <br />WHEREAS, on May 20, 2019, in compliance with California Environmental Quality <br />Act ("CEQA"), the City Council certified the Final EIR for the Broadway Plaza Project; and <br />WHEREAS, the Draft and Final EIR for the Broadway Plaza Project were made <br />available to the Redwood City Council for review and consideration while also to <br />considering expansion of the Recycled Water Service Area. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY AS FOLLOWS: <br />1. The recitals set forth above are true and correct, and are incorporated <br />herein by this reference as if fully set forth in their entirety. <br />2. Based on substantial evidence in the record, the proposed expansion of the <br />Recycled Water Service Area is within the scope of the adopted Broadway Plaza Project <br />EIR. <br />3. The City Council hereby rescinds Resolution 15496. <br />4. The City Council hereby adopts Exhibit "A" the "Recycled Water Service <br />Area Map", which is incorporated herein by reference, as the delineation of the Recycled <br />Water Service Area, which is referred to in the Recycled Water Use Ordinance. <br />5.
