09/09/2019 <br />13. Develop and seek City Council approval of the vision for housing development in <br />the City; and propagate that vision and secure community support for housing <br />activities through outreach to the community. <br />14. Develop, coordinate, facilitate and carry out community outreach and education <br />activities related to housing issues in the City. <br />15. Ensure proper and timely responses to housing related inquiries from various <br />parties. <br />16. Assist with preparation and implementation of the Housing Element. <br />17. Coordinate real estate transactions, including but not limited to acquisition, <br />disposition, and escrow. <br />18. Monitor rehabilitations in progress, acting as liaison between applicants, City and <br />contractor and grant funding agencies. <br />19. Implement, oversee and evaluate the effectiveness of the City's renter protection <br />measures. <br />20. Build relationships and connect for profit and nonprofit housing development <br />interests. <br />21. Administer the City's Affordable Housing Fund; negotiate funding agreements for <br />affordable housing projects and programs. <br />22. Work with financial institutions and the public in securing and processing loans. <br />23. Supervise, train, develop and evaluate assigned staff. <br />24. Perform related duties as assigned. <br />JOB RELATED AND ESSENTIAL QUALIFICATIONS <br />Knowledge of: <br />Principles and practices of organization, administration, personnel and budget <br />management. <br />Procedures, regulations, and practices in housing, financing, land acquisition, <br />construction, rehabilitation and historic preservation. <br />Principles of financial administration, including public budgeting, alternative <br />financing methods and funding sources. <br />ATTY/RESO.0089/CC RESO TO ESTABLISH NEW CLASSIFICATION <br />REV: 08-28-19 EI <br />Page 4 of 8 <br />RESO.
