2/14/00 <br />O R I G I N A L <br />RESOLUTION NO. 13A36 <br />RESOLUTION APPROVING AND AUTHORIZING EXECUTION <br />OF AGREEMENT FOR THE FUNDING OF OFF -SITE ROADWAY <br />IMPROVEMENTS RELATING TO EAST BAYSHORE ROAD AND <br />THE EXTENSION OF EAST BAYSHORE ROAD <br />(Irvine Apartment Communities Residential Marina Project) <br />WHEREAS, the Planning Commission of the City adopted a Mitigated <br />Negative Declaration ( "MND ") addressing the development of a 155 unit <br />apartment complex and a 100 slip marina with recreational facilities at the <br />property commonly referred to as the 'Irvine Apartment Communities Residential <br />Marina Project' (the "Project'); and <br />WHEREAS, the MND included a Traffic Analysis (the "MND Traffic <br />Analysis ") which determined that the traffic generated by the Project will <br />contribute to the congestion that can result in gridlock on East Bayshore Road <br />and which may temporarily and unintentionally eliminate access to the area <br />comprised of East Bayshore Road, Bair Island Road, Maple Street (east of <br />Highway 101) and Blomquist Street (east of Highway 101) and generally referred <br />to as the Bair Island Area; and <br />WHEREAS, the Redwood City Police and Fire Departments have cited <br />this congestion as a problem for emergency response. <br />WHEREAS, the MND Traffic Analysis determined that the intersection of <br />Whipple Avenue at the U.S. 101 Northbound off -ramp is congested on Friday <br />F:\shared \Redwood \Council\ 1 <br />Reso -802 <br />FXS:fs <br />01105100 <br />
