submitted to the City Council describing the demand for <br />development and concerns of City Staff regarding such <br />development without adequate study (Report to Honorable Mayor <br />and City Council from City Manager, dated September 1, 1988, <br />Subject: Extension of Development on Laurel Way). On <br />September 12, 1988, by consensus, the City Council concluded <br />that soils and geologic conditions regarding any further <br />development on Laurel Way require preparation of an area -wide <br />Environmental Impact Report ( "EIR ") in accordance with the <br />California Environmental Quality Act ( "CEQA'; Pub. Res. Code § <br />21000, et seq.) in order to determine the cumulative environmental <br />effect of any development of property on Laurel Way. <br />i. The 1988 Policy did not distinguish between parcels of real <br />property fronting on that portion of Laurel Way which has been <br />paved, but not improved to City's standards, as shown on Exhibit <br />Vla <br />j. Application for entitlements to develop properties fronting on Laurel <br />Way subsequent to 1988 has indicated a need to make such a <br />distinction. <br />k.
