t. Each development within the Affected Area will have a cumulative <br />effect on the environment and the extent and nature of public <br />facilities to serve such developments. <br />u. Street improvements must provide adequate access for emergency <br />vehicles, maintenance vehicles, and other facilities necessary for <br />the maintenance, repair, replacement, and operation of public <br />facilities within the Affected Area. Surface drainage facilities, <br />sewerage, and water system improvements must be designed, <br />configured, and constructed of such materials as to serve overall <br />development within the Affected Area. <br />v. An EIR: <br />" ... is an information document which will inform public <br />agency decision makers and the public generally of the <br />significant environmental effect of a project, identify possible <br />ways to minimize the significant effects, and describe <br />reasonable alternatives to the project ." (14 CCR <br />§15121(a)). <br />w. The initial review of a project under CEQA may be <br />dispensed with if a public agency can determine that an EIR <br />will clearly be required for a project (14 CCR § 15060(c)). <br />x.
