require that an EIR be prepared before any further <br />development within the Affected Area takes place. <br />y. An EIR must, under CEQA, consider the cumulative effects <br />of any development project. Said cumulative effects must <br />be analyzed in the context of the probability of future <br />development within the Affected Area. <br />z. The 1988 Policy should be revised and made more specific <br />to refer solely to the Affected Area. <br />2. Policy This Council hereby determines and declares that, as the <br />current Policy of this Council, before any further improvement or development of <br />any one or more parcel(s) of real property within the Affected Area shall occur, <br />an EIR shall be prepared which shall adequately address the environmental <br />impacts and, particularly, the cumulative effects of any such development; <br />provided, that said EIR shall describe as the project, the development, or <br />potential development, of all undeveloped parcels of real property within the <br />Affected Area. Nothing herein contained shall be deemed a limitation upon such <br />other requirements (including preparation of geologic soils engineering, seismic, <br />and similar such studies) as may be necessary or appropriate for such <br />development. <br />3.
