5/7/01 <br />0 R I G I N A L <br />RESOLUTION NO. 14217 <br />RESOLUTION OPPOSING NATIONAL FIRE PROTECTION ASSOCIATION <br />( "NFPA") PROPOSED STANDARD 1710 <br />WHEREAS, the NFPA is an international association of individuals and trade and <br />professional organizations interested in promoting fire prevention measures; and <br />WHEREAS, the mission of NFPA is "...to reduce the worldwide burden of fire and <br />other hazards on the quality of life by providing and advocating scientificallv -based <br />consensus codes and standards, research and education" (emphasis added); and <br />WHEREAS, NFPA is currently proposing a new standard: NFPA 1710, Organization <br />and Deployment of Fire Suppression Operations, Emergency Medical Operations, and <br />Special Operations to the Public by Career Fire Departments, and <br />WHEREAS, proposed NFPA Standard 1710 defines minimum response times, <br />minimum fire company staffing levels, initial full alarm response levels, and extra alarm <br />response levels for municipal and other local agency fire departments; and <br />WHEREAS, staffing levels for public fire and emergency medical services ( "EMS ") <br />are best determined by elected officials governing local jurisdictions; and <br />WHEREAS, establishment of standards such as response time, fire company <br />staffing, and first response levels must be based on local community conditions; and <br />WHEREAS, proposed NFPA Standard 1710 disregards local conditions and the <br />responsibility of local elected officials; and <br />WHEREAS, adoption of NFPA standards by local jurisdictions is discretionary, but <br />heretofore such standards have achieved a high degree of acceptance because they have <br />been based upon objective and scientific criteria in accordance with the NFPA's mission <br />Reso -1138 <br />F /sh /sh /RC /Council <br />DES: rg <br />04/24/01,04/27/01 r <br />
