11/18/02 <br />0 R I G I N A L <br />RESOLUTION 140. 14481 <br />RESOLUTION ESTABLISHING IN LIEU <br />UNDERGROUNDING FEES PURSUANT TO <br />SECTION 18.242 UNDERGROUND UTILITIES <br />OF THE REDWOOD CITY MUNICIPAL CODE. <br />WHEREAS, underground installation of utilities reduces hazards to the motoring <br />public, firefighters and construction personnel using booms and cranes; and <br />WHEREAS, underground installation of utilities reduces the dangers of <br />electrocution, fires, and property damage resulting from wind, rain, and electrical <br />storms; and <br />WHEREAS, underground installation of utilities tends to reduce the frequency of <br />interruptions of vitally needed public services; and <br />WHEREAS, underground installation of utilities enhances and improves the <br />appearance of the City; and <br />WHEREAS, in 1997 the City Council approved the James Avenue <br />Reconstruction Project (the "James Project'), a portion of which provided for the <br />undergrounding of overhead utilities and the street light system in a residential <br />neighborhood for approximately Three Thousand (3,000) feet along James Avenue; and <br />WHEREAS, in 1998 the City Council, by Ordinance No. 2153, added sections <br />18.234 through 18.243 to the Redwood City Municipal Code (RCMC) to, among other <br />things, require the undergrounding of utilities upon the construction of new buildings or <br />tenant improvements or the substantial development of existing buildings; and <br />WHEREAS, the James Project was completed in 1999; and <br />WHEREAS, the cost of utility undergrounding for the James Project was <br />approximately Four Hundred Forty -six Thousand Dollars ($446,000) or approximately <br />One Hundred Forty -eight Dollars ($148) dollars per linear foot; and <br />WHEREAS, in 2002, five years after approving the James Project, the City <br />Council approved the Roosevelt Avenue Reconstruction Project — Phase II (the <br />"Roosevelt Project'), a portion of which provided for the undergrounding of overhead <br />utilities and the street light system for approximately Two Thousand Six Hundred <br />(2,600) feet along Roosevelt Avenue, a major City arterial; and <br />WHEREAS; the Roosevelt Project is scheduled to be completed in 2003; and <br />F:Atty /Reso /Reso .1327 <br />102502 1 <br />
