WHEREAS, the cost of utility undergrounding for the Roosevelt Project is
estimated to be One Million, One Hundred Forty Thousand Dollars ($1,140,000); and
WHEREAS, in 2001 the City Council amended, by Ordinance No. 2207, RCMC
section 18.242 to account for the high costs associated with undergrounding all utilities
for certain remodeling projects; and
WHEREAS, undergrounding costs remain quite expensive and can be overly
burdensome for new development, particularly for "smaller" new buildings; and
WHEREAS, the City Council desires to provide an option to undergrounding
upon the construction of a new commercial building and has amended RCMC section
18.242 to permit the payment of a fee in lieu of utility undergrounding; and
WHEREAS, the undergrounding requirements contained in RCMC section
18.242 apply to commercial properties and not properties located in residential
neighborhoods like those involved in the James Project; and
WHEREAS, the undergrounding costs per linear foot of the more recent and
more complex Roosevelt Project is approximately Four Hundred Thirty -eight Dollars
($438); and
WHEREAS, rounding down to the nearest one hundred dollars, the approximate
costs of undergrounding the Roosevelt Project was Four Hundred Dollars ($400) per
linear foot; and
WHEREAS, based upon the Roosevelt Project, the costs of undergrounding one
side of a street is approximately Two Hundred Dollars ($200); and
WHEREAS, it is assumed that half of the overhead wiring to be underground will
be for local service and is thus payable via Rule 20A funds; and
WHEREAS, fees collected pursuant to Section 18.242 will not exceed the costs
associated with the utility undergrounding.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
REDWOOD CITY, AS FOLLOWS:
1. That a Utility Undergrounding Fund is hereby established for the purpose
of utility undergrounding projects in the City of Redwood City.
2. That pursuant to Section 18.242 of the Code of the City of Redwood City,
the following in lieu fee is hereby established for undergrounding
associated with the construction of a new commercial building:
One Hundred Dollars ($100) per lineal foot of property frontage.
F:Atty /Reso /Reso.1327
102502 2
14481
