12/15/2003 <br />'1� ORIGINAL <br />RESOLUTION NO. 14567 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY TO APPLY FOR REISSUANCE OF ITS MUNICIPAL <br />STORMWATER NATIONAL POLLUTANT DISCHARGE ELIMINATION <br />SYSTEM ( NPDES) PERMIT AND TO ACCEPT AND ADOPT THE SAN <br />MATEO COUNTYWIDE STORMWATER MANAGEMENT PLAN FOR <br />2004 -2009 <br />WHEREAS, the U.S. Environmental Protection Agency, under amendments to <br />the 1987 Federal Clean Water Act, imposed regulations that mandate local <br />governments reduce to the maximum extent practicable the amount of pollutants in <br />stormwater discharged from municipal storm drain conveyance systems; and <br />WHEREAS, the San Francisco Bay Regional Water Quality Control Board's <br />Water Quality Control Plan specifically requires that all of the municipalities in San <br />Mateo County have municipal stormwater NPDES permit coverage; and <br />WHEREAS, under the authority of California Porter - Cologne Water Quality Act, <br />the State Water Resources Control Board and its regional boards have been delegated <br />the authority to adopt NPDES permits and waste discharge requirements for municipal <br />stormwater discharges; and <br />WHEREAS, in July 1991, the San Francisco Bay Regional Water Quality Control <br />Board notified all of the municipalities in San Mateo County of the requirement to submit <br />an NPDES Permit Application by November 30, 1992; and <br />WHEREAS, under the authority of the City /County Association of Governments <br />(C /CAG), all of the municipalities in San Mateo County submitted an NPDES permit <br />application, including a Stormwater Management Plan, which met the San Francisco <br />Bay Regional Water Quality Control Board's requirements; and <br />WHEREAS, the San Francisco Bay Regional Water Quality Control Board <br />adopted a municipal stormwater NPDES permit CA 0029921 and Waste Discharge <br />Requirements for all of the municipalities in San Mateo County on September 15, 1993, <br />which remained in effect for five years; and <br />WHEREAS, the adopted NPDES permit required that all of the municipalities in <br />San Mateo County reapply for reissuance of their municipal stormwater NPDES permit <br />by March 18, 1998; and <br />WHEREAS, the San Mateo Countywide Stormwater Pollution Prevention <br />Atty /Reso /Reso.1436 14567 <br />110403 1 <br />
