06/07/2004 <br />ORIGINAL <br />RESOLUTION NO. 14590 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION <br />MEASURES, ADOPTING A MITIGATION MONITORING AND <br />REPORTING PROGRAM, MAKING FINDINGS CONCERNING <br />ALTERNATIVES, AND ADOPTING A STATEMENT OF OVERRIDING <br />CONSIDERATIONS IN ACCORDANCE WITH THE CALIFORNIA <br />ENVIRONMENTAL QUALITY ACT FOR MARINA SHORES VILLAGE <br />WHEREAS, the City of Redwood City ( "City ") prepared a Final Environmental <br />Impact Report ( "FEIR ") for the Marina Shores Village Project; and <br />WHEREAS, in addition to evaluating the development as proposed by <br />Glen borough-Pau Is, LLC (the "Sponsor "), the FEIR evaluates the environmental <br />impacts of nine alternatives; and <br />WHEREAS, on July 8, 2003, after a duly noticed public hearing and an <br />independent review of the FEIR, the Planning Commission of the City of Redwood City <br />certified by recorded vote that the FEIR was completed in accordance with the <br />requirements of the California Environmental Quality Act ( "CEQA ") and state and local <br />guidelines and reflected the independent judgment of the City; and <br />WHEREAS, the project as proposed by the applicant and described in Section <br />3.4 of the FEIR (the "Initial Project ") is modified by the Precise Plan being considered <br />concurrently with this resolution and as so modified (the "Project ") incorporates <br />substantial elements of Alternative 6 as described in the FEIR; and <br />WHEREAS, in connection with the Project the City intends to act on the <br />following: amendments to the Redwood City General Plan and zoning ordnance, <br />approval of a Precise Plan, pursuant to Article 52 of the Redwood City Zoning <br />Ordinance; a rezoning to Planned Community District (P District) for the area of the <br />Precise Plan; a Development Agreement, Tentative Map(s), as may be necessary <br />and /or modifications to street right -of -ways; Planned Community (PC) Permits for the <br />development of site, building, landscaping, and signage improvements; Architectural <br />Permits, improvement plans, grading permit(s), Building Permits for structures and <br />improvements; and water and sewer approvals as required; plus any necessary <br />agreements for public infrastructure improvement; and <br />WHEREAS, CEQA requires that, in connection with the approval of a project for <br />which an FEIR has been prepared which identifies one or more significant <br />environmental effects, the decision - making agency make certain findings regarding <br />those effects. <br />1289 \02 \179278.2 <br />Atty /Reso /Reso.1470 14590 <br />060804 Muff # 304 Bin 26 <br />
