06/07/2004 <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br />1. This Council hereby finds and affirms that the FEIR has been completed in <br />compliance with CEQA; that the City Council has reviewed and analyzed the FEIR and <br />other information in the record and has considered the information contained therein, <br />including the written and oral comments received at the public hearings on the FEIR <br />and the Project, prior to acting upon or approving the Project; and that the FEIR <br />represents the independent judgment of the City of Redwood City; and <br />2. The Findings and recommendations set forth in Exhibit A, and <br />incorporated herein by reference, are made by this Council as the City's findings under <br />the California Environmental Quality Act ( "CEQA ") (Pub. Resources Code § 21000 et <br />se_c.) and the CEQA Guidelines (Cal. Code Regs., title 14, §15000 et seq. relating to <br />the Project. The Findings provide the written analysis and conclusions of the Council <br />regarding the Project's environmental impacts, mitigation measures and alternatives to <br />the Project. <br />3. The incorporated features of Alternative 6 and other modifications to the <br />Initial Project do not create any potentially significant environmental impact which was <br />not associated with the Project, or significantly increase any potentially significant <br />environmental impact associated with the Project, but do reduce or eliminate a number <br />of potentially significant environmental impacts of the Project, as described in Exhibit A <br />to this resolution. Inclusion of those features of Alternative 6 which are not part of the <br />Precise Plan would prevent the Project from achieving fundamental objectives, and <br />would not be feasible, for reasons described in Exhibit A to this resolution. Pursuant to <br />Public Resources Code Section 21081 and CEQA Guidelines Sections 15091 et seq., <br />the City Council of the City of Redwood City adopts and makes the following statement <br />of overriding considerations regarding the remaining unavoidable impacts of the Project <br />and the anticipated economic, social and other benefits of the Project. <br />a. Significant Unavoidable Impacts <br />With respect to the foregoing findings, as set forth in Exhibit A, and in <br />recognition of those facts which are included in the record, the City has determined that <br />the Project would cause the following significant, unavoidable impacts, which are more <br />specifically identified in Chapter 18, section 18.2 of the FEIR: <br />• Visual impacts from proximity to electric transmission towers. <br />• General visual compatibility with existing adjacent residential development <br />and its shadows. <br />• Visual quality impacts from height of Project buildings. <br />• Impacts to public views, vistas and view corridors and the overall visual <br />character of the Bayfront area. <br />• Interference with dark sky views at night. <br />• Shadow impacts. <br />1289 \02 \179278.2 2 <br />Atty /Reso /Reso.1470 14590 <br />060804 Muff # 304 Bin 26 <br />
