Project Impact on Eastbound SR 84, Willow Road to University <br />Avenue and University Avenue to the County Line Segments — PM <br />Peak Hour <br />Potential Impact: The Project is expected to increase traffic volumes by <br />more than one percent of capacity on Eastbound SR 84, Willow Road to University <br />Avenue and University Avenue to the County Line segments, during the PM peak hour, <br />a period during which these segments already operate at an unacceptable level of <br />service (Impact 7 -6). <br />Mitigation: The Project shall be required to implement a TDM program <br />meeting the criteria set forth in Mitigation 7 -2 (Mitigation 7 -6). <br />Findings: Mitigation 7 -6 is feasible and will help to partially mitigate <br />Impact 7 -6. However, mitigation of this impact to a less- than - significant level would <br />require the addition of another eastbound through lane to both freeway segments, which <br />is not feasible because this freeway widening would require multiple approvals from <br />multiple jurisdictions beyond the authority of the City and would require resources <br />beyond the capacity of any individual development project or the City. Therefore, the <br />effect of the Project on this freeway segment during the PM peak hour is a significant <br />unavoidable impact. <br />G. Transit Accessibility Impact <br />Potential Impact: The Project will create a need for expanded transit <br />service in the Bayfront/Bair Island Road area, possibly including the addition of one or <br />more SamTrans bus routes into the area, as described in Impact 7 -7. There is currently <br />inadequate space for a SamTrans bus to turn around in the Bair Island Road area, <br />which deficiency would preclude a future bus route from conveniently serving the area. <br />Mitigation: The Project shall implement Mitigation 4 -3, dealing with the <br />incorporation of a number of "smart growth" elements in the Project, including the <br />establishment of transit links between the Project and local and regional express transit <br />corridors and /or hubs, such as the El Camino Real transit corridor and /or the Redwood <br />City CalTrain intermodal station, and between the Project and downtown Redwood City <br />and /or other local employment, financial, and retail concentrations.
