06/07/2004 <br />H. Project Pedestrian Accessibility Impacts <br />Potential Impact: If constructed without a sidewalk along its Bair Island <br />Road frontage, the Project would contribute to and exacerbate the existing discontinuity <br />of pedestrian facilities along Bair Island Road and East Bayshore Road (Impact 7 -8). <br />Mitigation: The Project shall construct a continuous pedestrian facility, <br />such as a sidewalk or a pedestrian path, along the entire length of the Project's Bair <br />Island Road frontage (Mitigation 7 -8). <br />Findings: This mitigation measure is feasible and would reduce the <br />impact described above to a less- than - significant level. <br />I. Bicycle Accessibility Impact <br />Potential Impact: Construction of the Project could result in insufficient <br />right -of -way width along Bair Island Road to accommodate bicycle facilities preliminarily <br />planned for inclusion in the San Francisco Bay Trail extension (Impact 7 -9). <br />Mitigation: The Project shall dedicate adequate right -of -way along Bair <br />Island Road to accommodate future bicycle facilities (Mitigation 7 -9). <br />Findings: This mitigation measure is feasible and would reduce the <br />impact described above to a less- than - significant level. <br />J. Project Emergency Access Impact <br />Potential Impact: During an emergency evacuation of the Bair Island <br />Road area with the Project at full occupancy, traffic volumes on Bair Island Road, East <br />Bayshore Road, and Whipple Avenue could be expected to exceed roadway capacities, <br />as further described in Mitigation 7 -10. <br />Mitigation: The extension of Blomquist Street over Redwood Creek to <br />the East Bayshore Road /Bair Island Road intersection is currently planned by the City <br />and partially funded. The project applicant shall pay a minimum of 20% of its fair share <br />contribution to the costs of the improvement prior to any final subdivision map approval. <br />The remainder of the applicant's fair share contribution shall be paid prior to final <br />subdivision approval for the map which includes the 500 residential unit within the <br />Project (Mitigation 7 -10). <br />Findings: The extension of Blomquist described in Mitigation 7 -10 would <br />reduce the impact described above to a less- than - significant level. <br />K. Project- Related Secondary Impact of the Blomquist Extension on the <br />Blomquist Street/Maple Street Intersection <br />Potential Impact: Completion of the Blomquist Extension described in <br />Mitigation 7 -10 is expected to contribute to increased traffic congestion at the Blomquist <br />1289 \02 \179278.2 11 <br />Atty /Reso /Reso.1470 14590 <br />060804 Muff # 304 Bin 26 <br />
