06/07/2004
identified in the Redwood City Traffic Impact Mitigation Fee Study and described in
Mitigation 7 -15.
Findings: The mitigation described above is feasible. However, the FEIR
indicates that this mitigation alone will not reduce the impact described above to a less -
than- significant level. Mitigation 7 -15 does identify two additional alternative mitigations
that would mitigate the impact to a less- than - significant level: 1) reconstruction of the
Whipple Avenue CalTrain railroad crossing to provide a grade- separated crossing; or 2)
widening of the eastbound approach to the intersection. However, these alternative
mitigations are subject to physical and right -of -way constraints and are dependent on
decisions and actions beyond the control of the project applicant and the City and are
therefore infeasible. The cumulative impact described above will thus be considered
significant and unavoidable.
Q. Cumulative (2020) Impact on the Veterans Boulevard/Whipple
Avenue Intersection
Potential Impact: By 2020, the addition of Project - generated traffic, in
combination with traffic generated by all other approved and pending projects in the
vicinity, is expected to degrade operations at the Veterans Boulevard/Whipple Avenue
Intersection during both the AM and PM peak hours. The intersection would already be
expected to operate at an unacceptable level of service during the AM peak hour even
absent the addition of Project traffic; the addition of Project traffic and traffic generated
by all other approved and pending projects in the vicinity is expected to degrade
operations during the PM peak hour to an unacceptable level of service and to increase
the average delay at the intersection by more than five seconds during the AM and PM
peak hours (Impact 7 -16).
Mitigation: The Project shall be required to make a fair share contribution
toward the addition of a dedicated eastbound right turn lane, as identified in the
Redwood City Traffic Impact Mitigation Fee Study and described in Mitigation 7 -16. In
the event that the addition of a second westbound left turn lane becomes feasible, the
Project shall also be required to make a fair share contribution to this improvement.
Findings: The Project's contribution toward the addition of a dedicated
eastbound right turn lane is feasible. However, the addition of a dedicated eastbound
right turn lane alone will not mitigate the impact identified above to a less -than-
significant level. Because the addition of a second westbound left turn lane is uncertain
at this time, requiring the widening of Whipple Avenue and the cooperation of CalTrans,
the cumulative impact described above is considered significant and unavoidable.
R. Cumulative (2020) Impact on the Blomquist Street/Maple Street
Intersection
Potential Impact: By 2020, assuming the addition of traffic generated by
all other approved and pending projects in the vicinity, Project - generated traffic is
expected to increase the average delay at the Blomquist Street/Maple Street
1289 \02 \179278.2 14
Atty /Reso /Reso.1470 14590
060804 Muff # 304 Bin 26
