IDENTIFIED IMPACT <br />this intersection is still expected to operate at <br />LOS D- -i.e., a less - than - significant impact. <br />Impact 7 -2: Project Impact on U.S. 101 <br />Southbound Mixed -Flow Lanes, Whipple <br />Avenue to Woodside Road Segment - -AM <br />Peak Hour. C /CAG's 2001 San Mateo CMP <br />Monitoring Report determined that this <br />freeway segment currently operates at LOS <br />F--i.e., existing volumes exceed the segment's <br />capacity - -in the AM peak hour. The project is <br />expected to increase volumes by more than <br />one percent of the freeway segment's <br />capacity during the AM peak hour. This effect <br />would represent a significant impact. <br />RELATED MITIGATION MEASURE <br />(CONDITION OF APPROVAL) <br />of service analysis conducted for this EIR <br />indicates that this improvement would <br />mitigate the project impact at the <br />intersection. No additional project - related <br />mitigation is necessary. <br />Mitigation 7 -2. The project shall minimize <br />impacts on this freeway segment by <br />implementing a transportation demand <br />management (TDM) program. The purpose <br />of this program would be to encourage <br />alternative travel modes to the single - <br />occupant vehicle, thereby reducing the <br />number of trips added to this freeway <br />segment and lessening this project impact. <br />As part of the proposed project, the <br />applicant is proposing to establish, in <br />cooperation with SamTrans, a shuttle bus <br />system connecting the project via downtown <br />Redwood City to the CalTrain station and El <br />Camino intraregional transit corridor <br />approximately 1.5 miles southeast of the <br />project site. Listed at the end of chapter 7 <br />(Transportation and Circulation) are other <br />TDM measures currently being considered <br />for the Marina Shores Village project as part <br />of the Bayfront Study. In consultation with <br />the City of Redwood City and City /County <br />Council of Governments of San Mateo <br />County (C /CAG), the project sponsor shall <br />design a comprehensive TDM program for <br />approval by the City and by C /CAG prior to <br />City approval of any tentative subdivision <br />map or development agreement for the <br />project. It is recommended that the TDM <br />measures implemented by the proposed <br />project be consistent with those identified for <br />residential development and employment <br />centers in the City's Bayfront Study. <br />The TDM program shall include a provision <br />for preparation by the project sponsor, and <br />review by the City or City - designated TDM <br />Legend.
