IDENTIFIED IMPACT <br />RELATED MITIGATION MEASURE <br />(CONDITION OF APPROVAL) <br />Project conditions. This modification would <br />improve operations during the AM peak <br />hour when compared to Cumulative (2020) <br />Without Project conditions. During the PM <br />peak hour, the improvement would reduce <br />the increase in average delay to approx. 2.7 <br />seconds between Cumulative Without <br />Project and Cumulative With Project <br />conditions, thus reducing the cumulative <br />project impact at this intersection to a less - <br />than- significant level. <br />Alternatively, for the Blomquist Street/ <br />Seaport Boulevard intersection to operate <br />"acceptably' (at LOS D) during the AM and <br />PM peak hours, implement all of the <br />following modifications at the intersection: <br />Restripe the northbound right turn lane <br />to be a shared through/right -turn lane. <br />This improvement would require the <br />addition of a receiving lane on the north <br />side of the intersection. <br />Restripe the southbound approach to <br />include a dedicated left turn lane, a <br />shared throughAeft -turn lane, and a <br />dedicated right turn lane. <br />Change east/west left turns from <br />protected to permitted phasing. <br />With these improvements, the intersection is <br />expected to operate at LOS D during the <br />AM and PM peak hours under Cumulative <br />(2020) With Project conditions. It should be <br />noted that the addition of a second receiving <br />lane on the north leg of the intersection <br />would require widening of the roadway over <br />the existing railroad tracks, requiring <br />coordination with the railroad company and <br />extensive re- grading of the adjacent <br />property.
