A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION MEASURES, ADOPTING MITIGATION MONITORING AND REPORTING EFFORTS, MAKING FINDINGS CONCERNING ALTERNATIVES, AND ADOPTING A STATEMENT OF OVERRIDING CONSIDERATIONS IN ACCORDANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR THE COURTHOUSE FAQADE RECONSTRUCTION AND PLAZA PROJECT FOR WHICH AN ENVIRONMENTAL IMPACT REPORT HAS BEEN PREPARED.

4/25/2005 <br />Mitigation: The following mitigation measure, as set forth in the FEIR, is hereby <br />adopted and will be implemented as provided in the mitigation monitoring and reporting <br />effort: <br />Modify the Plans to indicate that the existing windows should be re- worked <br />to meet operational needs/ or identify other alternatives so as to retain the <br />existing, historic windows in place. <br />Monitoring: Prior to Council consideration of the Project, the Plans were <br />modified to conform to the Standards. Staff will coordinate the needed modifications and <br />will monitor the treatment of the windows. <br />Finding: The mitigation measure is feasible and would reduce the impacts of the <br />Project to less- than - significant levels because the measure would conform to the <br />Standards relating to the treatment of such historic resources. <br />G) Plaza Design <br />Potential Impacts: <br />1) Pavilion features: The two new pavilions repeat features (roof shape, <br />columns and pilasters) and materials from both the interior and exterior of the <br />Courthouse which does not comply with the Standards and would cause an impact on <br />the Courthouse resource. These features are considered conjectural and historically <br />incompatible because 1) the designs are too close to the design of the historic features, <br />and 2) an interior feature is being duplicated for an exterior feature. <br />2) Placement, height and massing of pavilions: The placement, height and <br />massing of the two pavilions would obscure angled views of the Courthouse from <br />primary approaches that existed during the period of significance. They also reduce the <br />Beaux- Arts design intent by eliminating the hierarchy of the entrances: main and <br />secondary side entrances. For the same reasons described above in G 1), the <br />installation of these pavilions would result in a cultural impact. <br />3) Plaza features screening view to historic Courthouse: Plaza features (rows <br />of palms trees, the pavilions, fountains, and raised planters) would create too many <br />"screens" to view the Courthouse. The grove of trees in front of the side wings creates <br />another set of screens. The overall effect reduces oblique views of the important forms <br />and massing of the Courthouse and eliminates any full view of the South elevation as it <br />was seen during the period of significance. The blocking of a resource does not comply <br />with the Standards and the installation of the above features would cause a cultural <br />impact. <br />Mitigation: Simplify the design of the pavilions to reduce mass and avoid <br />duplication of historic features. Placing flat or slanted skylights below the parapet would <br />reduce the negative impact to a less- than - significant level. Setting the pavilions below <br />the window level of the Courthouse to reduce their height and lessen the prominence of <br />Atty /Reso /Reso.1530 14639 <br />042005 5 Muff # 301 <br />
