A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION MEASURES, ADOPTING MITIGATION MONITORING AND REPORTING EFFORTS, MAKING FINDINGS CONCERNING ALTERNATIVES, AND ADOPTING A STATEMENT OF OVERRIDING CONSIDERATIONS IN ACCORDANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR THE COURTHOUSE FAQADE RECONSTRUCTION AND PLAZA PROJECT FOR WHICH AN ENVIRONMENTAL IMPACT REPORT HAS BEEN PREPARED.

4/25/2005 <br />Modify the Plans and simplify the design of the guardrail so that it is <br />compatible to the historic guardrail but is sufficiently different from the <br />historic guardrail in order to conform to the Standards. <br />Monitoring: Prior to Council consideration of the Project, the Plans were <br />modified to conform to the Standards. Staff will coordinate the needed modifications and <br />will monitor the installation of the guardrail. <br />Finding: The mitigation measure is feasible and would reduce the impacts of the <br />Project to less- than - significant levels because the measure would conform to the <br />Standards relating to the treatment of such historic resources. <br />E) Sandblasting <br />Potential Impact: The Plans, page A3.8, note 11, reference "sandblast or <br />chemical etch to match ". The Plans did not specify which procedure should be applied <br />to the siding of the building nor where the procedures were to occur. This note should <br />be clarified to eliminate confusion and comply with the Standards. <br />Mitigation: The following mitigation measure, as set forth in the FEIR, is hereby <br />adopted and will be implemented as provided in the mitigation monitoring and reporting <br />effort: <br />Plans should be modified to state that "sandblast or chemical etch to <br />match" should be limited to new sections only and measures should be <br />taken to ensure the protection of the historic exterior siding of the <br />Courthouse. <br />Monitoring: Prior to Council consideration of the Project, the Plans were <br />modified to conform to the Standards. Staff will coordinate the needed modifications and <br />will monitor the correct application of the surface treatment. <br />Finding: The mitigation measure is feasible and would reduce the impacts of the <br />Project to less- than - significant levels because the measure would conform to the <br />Standards relating to the treatment of such historic resources. <br />F) Window Replacement at West Elevation <br />Potential Impact: The Plans, page A8.1, notes w/15 and w/14, state that <br />"existing windows to be replaced with removable window assembly for large exhibit <br />receiving" (west elevation).
