Description
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION MEASURES, ADOPTING MITIGATION MONITORING AND REPORTING EFFORTS, MAKING FINDINGS CONCERNING ALTERNATIVES, AND ADOPTING A STATEMENT OF OVERRIDING CONSIDERATIONS IN ACCORDANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR THE COURTHOUSE FAQADE RECONSTRUCTION AND PLAZA PROJECT FOR WHICH AN ENVIRONMENTAL IMPACT REPORT HAS BEEN PREPARED.

Staff will coordinate the <br />needed adjustment and will monitor the installation of these light fixtures. <br />Finding: The mitigation measure is feasible and would reduce the impacts of the <br />Project to less- than - significant levels because the measure would conform to the <br />Standards relating to the treatment of such historic resources. <br />C) Handrail <br />Potential Impact: The Plans, page A3.7, note 12, references a new metal <br />handrail for the portico steps to meet criteria set forth in the Americans with Disabilities <br />Act ( "ADA"). The handrail is based on historic photographs but deviates where the rail <br />meets the column, which is incompatible with the Standards. The Plans show the <br />incorporation of a handrail whose design deviates from the original design and which <br />does not conform to the Standards. <br />Mitigation: The following mitigation measure, as set forth in the FEIR, is hereby <br />adopted and will be implemented as provided in the mitigation monitoring and reporting <br />effort: <br />Review ADA compliance in the State Historical Building Code chapter 8.6 <br />"Alternative Accessibility Provisions" and modify the Plans accordingly in <br />order to conform to the Standards. <br />Monitoring: Prior to City Council consideration of the Project, the Plans were <br />modified to conform to the Standards. Staff will coordinate the needed modifications and <br />will monitor the installation of the handrail. <br />Finding: The mitigation measure is feasible and would reduce the impacts of the <br />Project to less- than - significant levels because the measure would conform to the <br />Standards relating to the treatment of such historic resources. <br />D) Guardrail <br />Potential Impact: The Plans, page A3.7, note 16, references new guardrails (at <br />portico) to meet ADA criteria. The guardrails' ornamental design duplicates the interior <br />guardrail design. This is considered a conjectural feature which is incompatible with the <br />Standards because 1) the design is too close to the design of an historic feature that <br />was not original to the portico, and 2) an interior feature is being duplicated for an <br />exterior feature. <br />Mitigation: The following mitigation measure, as set forth in the FEIR, is hereby <br />adopted and will be implemented as provided in the mitigation monitoring and reporting <br />effort: <br />Atty /Reso /Reso.1530 14639 <br />042005 3 Muff # 301 <br />
