12/08/2008

4. Weather Data Inteqritv. The City strives to make use of the best weather information
available while calculating water budgets. The City obtains daily data published from
The California Irrigation Management Information System (CIMIS), a program
managed by the California Department of Water Resources, Office of Water Use
Efficiency. The City will use evapotranspiration data recorded from the Union City
weather station. The City will use precipitation data recorded at the Oakland Hills
weather station. The City can utilize weather information from other weather stations
when it deems the data are more representative to its service area. A new weather
station in Redwood City is expected to be available in 2009.

Section 2. Policy and Procedure for Calculating and Implementing Water
Use Budgets~ For the purpose of this section, the following policy and procedure is
established, and shall apply, to all premises served by the water system owned and
operated by the City of Redwood City:

1. Water Rates. All water used under the water budget for a given billing period will be
charged at a relatively low base water rate measured in dollars per hundred cubic
feet (Cet). Water exceeding the budget but less than 200% of the water budget
during a billing period will be charged at a higher water rate. Water exceeding the
water budget by 200% will be charged the highest water rate. Fixed service charges
(independent of water use) will still be in effect according to Section 38.5 of the
Redwood City Municipal Code.

2. Recvcled Water Irriqation Customers. Recycled water irrigation customers will not
be charged according to their water budget for the first year that this policy goes into
effect. Instead, recycled water customers will be charged a flat, per unit fee, that is
equal to the lowest tier of the adopted landscape irrigation rates. Following previous
City policy, recycled water customers will continue to receive a 25% discount on
their entire water bill.

3. No Water Bankinq. Customers will not be able to get a "credit" for under-watering in
a particular billing cycle to offset over-watering in another billing period.

4. Aqqreqation of Meters to a Site. Some sites have multiple irrigation meters. The
City will consolidate irrigation meters into one site water budget.

5. Irriqated Landscape Area Chanqe Form. The City strives to obtain the most
accurate estimates of irrigated landscape area for its landscape customers. It is
recognized, however, that its estimates may not always be exact and that irrigated
areas can change over time because of changes in landscape design at a site.
Customers can fill out an Irrigated Landscape Area Change Form (accessible from
the City's web site). The City will review, notify, and integrate changes into the water
budget calculation within 30 days of receiving a completed form. City staff may
inspect and measure landscape area at a site requesting a change. The City will not
grant refunds on prior water bills to customers where water budgets were too low.

Atty/Reso/Reso.1872
111208

2

14914
MUFF # 802
