All changes to the assumptions used to <br />calculate a water budget will impact future water bills, not prior water bills. <br /> <br />6. Definition of Irriqated Landscape Area. The City uses three categories of irrigated <br />landscape area including turf, non-turf (e.g., shrubs and groundcover), and water <br />features. All areas must be beneficially and regularly irrigated by some type of <br />system to be included as irrigated area. Areas only occasionally irrigated are not <br />counted in the definition used by the City for this program. <br /> <br />7. Drouqht Rates. During droughts, the City may need its water customers to reduce <br />their water consumption given limited water supplies. As outlined in the City's Urban <br />Water Management Plan (December 19, 2005, page 5-6), the City will curtail water <br />use in proportion to outdoor water use. Because irrigation customers have all their <br />water defined as outdoor use, irrigation customers will need to cutback water use <br />greater than other customer classes. The City will use the water budget as the basis <br />for cutbacks, not historical water use. As a consequence, customers who adopt and <br />sustain water conservation practices will not be penalized by receiving the same <br />percentage cutback as non-conserving customers. During a drought, the City may <br />increase the water prices in the second and third rate blocks targeting excess water <br />use. During more severe droughts, each customer's water budget will be reduced as <br />necessary. For example, a site's water budget might be reduced to 75% of budget in <br />order to achieve necessary water reductions (e.g., water use over 75% of the water <br />budget would be priced at the second block price). <br /> <br />Section 3.
