Statement of Justification <br />A. Introduction <br />Required by the City to accompany any request for a General Plan Amendment, the <br />Statement of Justification here serves to comprehensively present the 50/50 Balanced <br />Plan in full detail. While the Application Submittal requests that the City initiate <br />preparation of the requested entitlements, it does not propose specific language. That <br />will occur in partnership with the City during the City's public engagement process. The <br />Statement of Justification provides the framework and foundation from which the <br />Saltworks Specific Plan and other entitlements will emerge. <br />B. Setting <br />This section presents the existing nature of the Site and the operations presently <br />occurring to produce industrial salt. While much of the Site has been in industrial <br />production since 1901, the current configuration of the Site was established in 1951, <br />and its layout and operations have remained largely unchanged since that time. <br />C. Purpose and Need <br />As noted above, the Saltworks Site -- at approximately two square miles of flat <br />landscape — sits in the midst of an area suffering from a nationally prominent <br />jobs /housing imbalance. The negative consequences of this imbalance are profound, <br />both in terms of quality of life and environmental degradation. <br />The 50/50 Balanced Plan faces up to this vexing challenge by proposing 8,000 to <br />12,000 housing units in close proximity to existing job centers and existing and <br />proposed transit opportunities, while embracing equally the City and region's mandate <br />for community open space and Bay engagement for both active recreation and more <br />pristine ecological restoration. <br />D. Overview <br />I. Community Outreach <br />The 50/50 Balanced Plan is the direct result of almost three years of active <br />community engagement and dialog.
