08/10/2009 <br />Jill Ekas <br />Blake Lyon <br />May 19, 2009 <br />Page 3 <br />tailpipe greenhouse gas emissions, the single greatest regional contributor to <br />global warming. <br />The Saltworks Site and the 50/50 Balanced Plan present a two -prong response <br />to the unacceptable status quo. First, location placing housing in close <br />proximity to existing job centers is one of the most effective means of reducing <br />greenhouse gas emissions from cars. Second, scale — with two square miles of <br />open landscape, the 50/50 Balanced Plan presents a truly transit- oriented <br />community. With mixed -use, higher density planning, walkable and bikable <br />circulation patterns, multi -modal transportation opportunities readily accessible, <br />and near -by neighborhood- serving uses, future residents will be able to avail <br />themselves of a spectrum of daily destinations without having to use their <br />personal automobile. <br />City -wide Benefits <br />As comprehensively presented in the attached Statement of Justification, the <br />50150 Balanced Plan benefits all residents of Redwood City, not just future <br />residents of the Saltworks community. To name just a few of the community- <br />wide benefits included in the 50/50 Balanced Plan: <br />Approximately 200 acres of neighborhood parks and greenways, including <br />the extraordinary Redwood City Bayside Park, providing three miles of <br />active Bay -front engagement and an extension of the Bay Trail; <br />• A more than 50 -acre improved Sports Complex with at least 15 improved <br />baseball/softball and soccer fields; <br />• Active restoration, creation, and enhancement of more than 400 acres of <br />tidal marsh habitat; <br />Quantity and capacity management of regional stormwater flows presently <br />resulting in flooding adjacent to the Saltworks Site; <br />• 4n -site infrastructure for a permanent transit system which can be <br />leveraged in a public/private partnership with the City and other <br />stakeholders to create a City -scale transit system integrating multiple <br />centers throughout the City; and <br />14958 <br />MUFF # 601 <br />
