<br />B. Section 13.307 of the Uniform Fire Code shall be <br /> <br />amended to require the installation of a fire detection <br /> <br />products-of-combustion alarm device In all existing <br /> <br />residential buildings at such time as an addition, altera- <br /> <br />tion or repair of a value in excess of One Thousand Dollars <br /> <br />($1,000.00) is made thereto or before the close of escrow if <br /> <br />the bu~lding is sold. <br /> <br />In any event, all residential buildings sh~ll <br />conform to the provisions hereof by July 1, 1984. <br /> <br />B.l The aforesaid local amendment is necessary in order <br /> <br />to provide early warning to occupants to permit their safe <br /> <br />evacuation from a burning building and to reduce the City <br /> <br />Fire Department's response time to the location of a fire so <br /> <br />the area of a fire can be confined to a manageable level with <br /> <br />a resultant reduction in risk to life and property to a level <br /> <br />and cost acceptable to the City, considering the unique <br /> <br />conditions existing in the City. <br />B.2 The aforesaid local amendm~nt is enacted pursuant to <br /> <br />the authority of Section 1/958.5 of the California Health and <br /> <br />Safety Code, for the purpose of addressing and meeting certain <br /> <br />"local conditions" unique and peculiar to the City of Redwood <br /> <br />City, which are more specifically described as follows: <br /> <br />(a) The local conditions set forth in paragraph A.2 (a), <br />(c), (d), (f) and (i), hereinabove, are incorporated <br />herein by reference as if set out in full herein, and <br />are applicable hereto. <br /> <br />Since a fire detection products-of-combustion alarm <br />device is designed to provide early warning to <br />occupants to permit their safe evacuation from a <br />burning building and to provide early notice to the <br />Fire Department of the menacing presence of a fire. <br />the existence of such a device will increase the <br />likelihood that a building on fire will not be totally <br />involved with fire by the time the Fire Department <br />responds, and that the area of the fire will be contine <br />to a manageable level with a resultant reduction in ris <br />to life and property to a level and cost consistent wit <br />life, safety and fire fighting resources provided by ti- <br />City of Redwood City. <br /> <br />.. <br />'\ <br />
