RESOLUTION OF THE COUNCIL OF REDWOOD CITY PROPOSING CERTAIN AMENDMENTS TO THE CHARTER OF THE CITY OF REDWOOD CITY AND ORDERING SUBMISSION THEREOF TO THE ELECTORS OF THE CITY OF REDWOOD CITY AT THE GENERAL MUNICIPAL ELECTION OF APRIL 10, 1984 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, AS FOLLOWS: SECTION 1. The Council of Redwood City does hereby propose, on its motion, that those certain amendments hereinafter set forth be made to the Charter of the City of Redwood City, and does hereby order that such proposed Charter amendments be submitted to the electors of the City of Redwood City at the General Municipal

<br />DF.S:djg-c 12/8/83 <br /> <br />"No ordinance or resolution shall be passed or become <br />effective without receiving the affirmative votes of at least <br />three (3) members of the Board. <br /> <br />"No ordinance shall be placed upon its final passage until at <br />least five (5) days have elapsed after its first reading. A~~ <br />e~6~fiafiee~ A notice of the date, time and place of the meeting at <br />which each ordinance will be considered for adoption, which notice <br />shall include the title of the proposed ordinance, a brief summary <br />of its contents, and a statement that a copy thereof may be <br />obtained at the office of the Port Manager, shall be published at <br />least once in the official newspaper of the City of Redwood City. <br />afi6 fie No ordinance shall become effective until thirty (30) days <br />after the date of its final passage. <br /> <br />liThe Board may by vote of three (3) of its members, pass <br />emergency measures to take effect at the time indicated therein. <br />Emergency measures shall contain a section in which the emergency <br />is particularly set forth and defined, and a separate roll call on <br />the question of emergency shall be taken. <br /> <br />"The enacting clause on ordinances passed by the Board shall <br />be substantially in these words: <br /> <br />"'Be it ordained by the Board of Port Commissioners of the <br />City of Redwood City as follows:' <br /> <br />"All ordinances shall be signed by the President, or <br />Vice-President of the Board, and attested by the Secretary. <br /> <br />"A certified copy of each ordinance adopted by the Board <br />shall be forthwith filed with the city clerk, and the city clerk <br />shall keep a record and index thereof which shall at all times be <br />open to public inspection." <br /> <br />(b) Said Charter amendment proposal shall be submitted to <br /> <br />the electors of the City of Redwood City at the General Municipal <br /> <br />Election to be held in the City on April 10, 1984, in <br /> <br />the form of a proposal to amend said Charter by amending Sections <br /> <br />15 and 47d thereof. On the ballots and on the voting machines to <br /> <br />be used at said election, in addition to all other matters <br /> <br />required by law to be printed thereon, shall appear the following: <br /> <br />PROPOSITION G: Shall Sections 15 and 47d of the <br /> <br />13 <br />
