<br />7A <br /> <br />Commission held a public hearing and adopted the Mitigated Negative Page 2 <br />Declaration prepared for the Precise Plan, Zoning Map Amendment, and the <br />associated project and recommended Precise Plan approval to the City Council. <br />. On March 7, 2007, the City sponsored a community workshop, facilitated by the <br />Peninsula Conflict Resolution Center, to obtain additional public input. <br />Approximately 34 neighbors attended. <br />. On April 9, 2007, the City Council held a public hearing and, based on <br />community input expressing strong concerns about the proposal, recommended <br />returning the item to the Planning Commission to amend the Precise Plan to <br />require project access from Woodside Road (instead of Horgan Avenue) and <br />explore options to project height of four or five stories to provide a smoother <br />transition to the neighborhood. <br />. July 24, 2007, the ARC unanimously recommended approval of the project <br />architecture as redesigned. <br />. On September 18, 2007, the Planning Commission voted 7-0 to recommend that <br />the City Council approve the Zoning Map Amendment and revised Precise Plan. <br />The Planning Commission also approved the Planned Community Permit and <br />Vesting Tentative Map subject to Council approval of the Zoning Map <br />Amendment and revised Precise Plan, Attachments 4 & 5. The Planning <br />Commission also considered an Addendum to the adopted Mitigated Negative <br />Declaration in making these recommendations or conditioned approvals. <br />Community input at the Planning Commission public hearing indicated a much <br />higher level of comfort with the proposal from members of the adjacent <br />neighborhoods. <br /> <br />Project Description <br />Existing Site: The subject site is a vacant, 0.66-acre, unusual L-shaped property with <br />frontage on both Woodside Road and Horgan Avenue and is bordered along most of its <br />front yard property line by an 11,000 square foot gas station site on the corner of <br />Woodside Road and Horgan Avenue. A four-story apartment complex (Montecito <br />Apartments at 79 units/ acre) lies to the north and five single-family homes share a <br />common property line along the rear yard. A car wash, nursery school and the Enclave <br />condominiums also lie to the south, across Horgan Avenue. <br /> <br />Prooosed Proiect: The applicant requests a Zoning Map Amendment and a Precise <br />Plan to allow a 43-unit condominium project with 92 parking stalls (where 86 stalls is the <br />minimum required) and a 350 square foot bicycle storage area within a sub-grade and <br />at-grade parking garage. Open space amenities would include patios, a landscaped <br />rear yard area, roof garden, balconies and fitness center. <br /> <br />On April 9, 2007, the City Council requested that the Planning Commission amend the <br />Precise Plan to require project access from Woodside Road (rather than Horgan <br />Avenue). On August 1, 2007, the applicant received approval (an Encroachment <br />Permit) from Caltrans to provide project access on Woodside Road (Attachment 6); the <br />plan has been revised accordingly. The Council also requested that the applicant <br />explore options to project height of either four or five stories and provide a smoother <br />transition to the neighborhood.
