<br /> <br />ATTACHMENT 5 7 A <br />age 43 <br /> <br />September 18, 2007 <br /> <br />SUBJECT <br />885 Woodside Road: Addendum to previously adopted Mitigated Negative Declaration <br />and revised Precise Plan for proposed 43 unit condominium project. <br /> <br />RECOMMENDATION <br /> <br />In taking the recommended actions below, the Planning Commission shall consider the <br />Addendum to the previously adopted Mitigated Negative Declaration, as well as the <br />adopted Mitigated Negative Declaration, prior to making each decision on the project <br />(CEQA Guidelines Section 15164 [d]). The Addendum was previously provided under <br />separate cover. <br /> <br />1. Recommend that the City Council: <br />a) Adopt an Ordinance (Attachment A) amending Article 60, Zoning Map No 7 <br />(Oakwood Neighborhood) to rezone the real property at 885 Woodside Road <br />from CG-R (General Commercial-Residential Combining District) to P (Planned <br />Community) District. The City Council must find that the Zoning Map Amendment <br />would be in the public interest (i.e. meets the City's housing and affordable <br />housing needs, improves the City's housing/jobs balance, enhances pedestrian <br />circulation and safety with new and widened sidewalks, etc.) in order to approve <br />the Zoning Amendment and adopt the associated Precise Plan.1 <br /> <br />b) Adopt a Resolution (Attachment B) approving the 885 Woodside Road Precise <br />Plan, including the Precise Plan revisions and Mitigation Monitoring, Reporting <br />Program Checklist (MMRP) contained in Attachment C, based on the findings <br />that the project demonstrates three or more of the following features (refer to <br />"General Plan and Zoning Compliance" section of this report for features/ <br />findings): <br />1. Superior mixed use design <br />2. Incorporation of affordable housing <br />3. Incorporation of public or community facilities <br />4. Efficient and innovative use of infrastructure and nonrenewable resources <br />5. Transportation demand management (TOM) <br />6. Innovative use of shared parking <br /> <br />2. Approve the Planned Community (PC) Permit for the proposed project contingent <br />upon City Council adoption of the Zoning Map Amendment and revised Precise Plan <br /> <br />1 Note: While the Planning Commission previously adopted the Mitigated Negative Declaration and <br />recommended Council approval of the Precise Plan, the Commission did not make a separate motion to <br />recommend rezoning the property. Staff is now recommending that the Planning Commission make this <br />recommendation to Council. <br />
