<br />SWC: sh <br />SWC:sh <br /> <br />4/30/85 <br />5/06/85R <br /> <br />Project in excess of those addressed by the foregoing <br /> <br />policy. <br /> <br />(h) Actual approval authority of many of those changes <br /> <br />or alterations addressed in the Traffic Study, which would <br /> <br />reduce <br /> <br />the <br /> <br />effect <br /> <br />of <br /> <br />such <br /> <br />traffic <br /> <br />problems <br /> <br />as <br /> <br />are <br /> <br />anticipated from the Project and other eastside projects is <br /> <br />exclusively within the responsibility and jurisdiction of <br /> <br />other public agencies <br /> <br />(specifically, The Department of <br /> <br />Transportation of the State of California and regional <br /> <br />transportation planning agencies) <br /> <br />and not the City of <br /> <br />Redwood Ci ty . <br /> <br />Also, the cities of Belmont and San Carlos <br /> <br />will have a necessary voice in determination and approval of <br /> <br />measures <br /> <br />necessary <br /> <br />to mitigate <br /> <br />such regional <br /> <br />traffic <br /> <br />impacts. <br /> <br />(i) Notwithstanding the foregoing considerations, this <br /> <br />Council further finds that the evidence of the anticipated <br /> <br />effects of traffic is not fully conclusive in that it is <br /> <br />based on conservative assumptions and projections. Further, <br /> <br />there is no clear and convincing evidence that regional, <br /> <br />state, or other jurisdictions can or would respond to <br /> <br />alleviate the effects of traffic generated by the Project or <br /> <br />by other development outside the jurisdiction and control of <br /> <br />the City of Redwood City. <br /> <br />(j) The aforementioned traffic effects and any other <br /> <br />remaining unavoidable significant effects on the environment <br /> <br />not hereinabove or in the EIR addressed as having been <br /> <br />reduced to an acceptable level shall be and hereby are, <br /> <br />6 <br /> <br />9872 <br />
