<br />DES:djk 9/04/86 <br /> <br />ORIGINAL <br /> <br />RES 0 L UTI 0 N <br /> <br />N O. <br /> <br />10316 <br /> <br />SEP 8 1986 <br /> <br />RESOLUTION URGING OPPOSITION TO THE "PUBLIC PAY LIMITATION <br />INITIATIVE" (PROPOSITION 61) AT THE NOVEMBER 4, 1986 <br />STATEWIDE ELECTION <br /> <br />WHEREAS, the so-called "Public Pay Limitation" initiative <br /> <br />shall appear on the November 4, 1986 statewide election ballot as <br /> <br />Proposition 61; and <br /> <br />WHEREAS, the ini tiati ve would limit compensation of state <br /> <br />and local officials to no more than 80% of the Governor's salary; <br /> <br />and <br /> <br />WHEREAS, the concept of establishing the Governor's salary <br /> <br />as a single salary standard for public employee compensation is <br /> <br />irrational, inappropriate, and unworkable; and <br /> <br />WHEREAS, the initiative would severely damage California's <br /> <br />competitive position in attracting qualified persons to, and <br /> <br />retaining them in, public service; and <br /> <br />WHEREAS, the arbitrary limitations set by the initiative <br /> <br />conflict with social and economic realties governing the <br /> <br />employment of qualified, competent, managerial and administrative <br /> <br />personnel in the State; and <br /> <br />WHEREAS, <br /> <br />the <br /> <br />initiative <br /> <br />would <br /> <br />create <br /> <br />divisive <br /> <br />and <br /> <br />destructive morale problems; and <br /> <br />WHEREAS, the management of California's public business <br /> <br />would suffer irreparable damage as a result of the loss of its <br /> <br />talented leaders and employees, if the initiative were approved; <br /> <br />and <br /> <br />10~16 <br />
