This Council hereby certifies that the Coalition will <br /> <br />use said funds to pay maintenance, insurance, utilities and rent <br /> <br />costs for the Project, and that said funds will not be used for <br /> <br /> <br />the administrative costs of the Project. <br /> <br />3. This Council hereby certifies that the Coalition has or <br /> <br /> <br />will have sufficient funds or other resources to operate and <br /> <br /> <br />maintain the Project as mandated by the Program. <br /> <br />4. This Council hereby certifies that the Coalition has or <br /> <br /> <br />will have available prior to commencement of any work on the <br /> <br />Project fully matching monies from a non-federal or non-state <br /> <br /> <br />source. <br /> <br />5. This Council hereby certifies that the Coalition will <br /> <br /> <br />comply with all federal, state, and local requirements and all <br /> <br />appropriate laws and regulations applicable to the Project. <br /> <br /> <br />6. This Council hereby certifies that the Project conforms <br /> <br /> <br />to the City of Redwood City zoning plans and approval processes. <br /> <br />7.
