MAY 2 19B8 RES 0 L UTI 0 N N o. 1 0 780 RESOLUTION ADOPTING CITIZEN PARTICIPATION PLAN (COMMUNITY DEVELOPMENT BLOCK GRANT) BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, AS FOLLOWS: 1. In accordance with the requirements of Section 104 (a) of the Housing and Community Development Act of 1974 (P.L. 93-383), as amended, this Council does hereby adopt a Citizen Participation Plan. 2. The Citizen Participation Plan hereby adopted is attached hereto as Exhibit "A", and incorporated herein by reference

<br />REVISED 5/2/88 <br /> <br />EXHIBIT "A" <br />Page 1 of 4 <br /> <br />CITY OF REDWOOD CITY <br />COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG) <br /> <br />CITIZEN PARTICIPATION PLAN <br /> <br />Pursuant to Section 104(a) of the Housing and Community Development Act of <br />1974 as amended, this plan sets forth a detailed Citizen Participation plan <br />for the City's Community Development Block Grant Program. <br /> <br />(A) The Housing and Human Concerns Committee has been appointed by <br />the City Council as the representative organization in Community <br />Development Block Grant Citizen Participation activities. The <br />Committee's charge includes serving as an advocate for affordable <br />housing development for low and moderate income families and <br />assuring citizen input in determining the use of funds. The <br />Committee Coordinates its efforts with neighborhood based <br />organizations to increase participation by persons of low and <br />moderate income families residing in the project area. <br /> <br />(B) Notices of public hearings relating to the use of Community <br />Development Block Grant funds will be published in the City's <br />"Official" and another local newspaper at least 10 days before <br />the Hearing dates. The first Notice will be of sufficient detail <br />to describe eligible uses of funds and will list examples of <br />projects currently being funded and the anticipated allocation <br />amount. Notices will be mailed to Chairperson of Neighborhood <br />Boards and civic organizations. The committee will provide a <br />booth to distribute information to Citizens at the Canada <br />Community Symposium held in November each year. Presentations <br />will be made to neighborhood based organizations in an attempt to <br />increase citizen participation. <br /> <br />A proposed Statement of Community Development objectives <br />specifying the City's intended use of Community Development Block <br />Grant funds will be published each year prior to the City Council <br />taking action on projects to be funded. A final statement of <br />Community development objectives will be published after the City <br />Council holds a public hearing to give final approval, giving a <br />15 day comment period. <br /> <br />All records relating to receipt of funds, program goals and <br />objectives and program performance evaluation are available for <br />public review from 8:00 a.m. - 5:00 p.m., Monday to Friday. <br />Copies of any such documents and or documentation are available <br />to any member of the public upon request.
